Sa. Z-66-47. C. W. Blackburn. <br />The next item on the agenda was the application of C. W. Blackburn, 34 Castle- <br />down Road, Castlewood Country Club, for a Zoning Permit with Site Plan, <br />Landscape and Architectural Approval in order to construct a four-plex at <br />821 Palomino Drive, in an RG-25 District. Mr. Spank presented the staff <br />report which recommended denial of the application. Mr. Blackburn was present <br />in the audience and did not concur with the staff report. UPON MOTION OF <br />COMMISSIONER ARNOLD, SECONDED BY COMMISSIONER PLATO, AND CARRIED, IT WAS <br />DETERMINED THAT THE ABOVE APPLICATION BE DENIED. <br />Applicant was informed of his right to appeal. <br />8a. Tract 2759 - D and V Builders. <br />The next item on the agenda was the Tentative Subdivision Map for Tract 2759, <br />D and V Builders, Inc., request for approval of time extension. Mr. Spank <br />presented the staff report which recommended approval with stated conditions. <br />UPON MOTION OF COMMISSIONER PLATO, SECONDED SY CODII4ISSIONER GARRIGAN, AND <br />CARRIED, IT WAS DETERMINED TO RECOMMEND TO THE CITY COUNCIL THAT A ONE-YEAR <br />EXTHNSION FOR TENTATIVE MAP TRACT 2759 BE APPROVED SUBJECT TO THE FOLLOWING <br />CONDITIONS: <br />(1) All conditions previously approved on March 25, 1966. <br />(2) The addition of Condition 13 to the previously approved con- <br />ditions to read as follows: "An additional stub street from <br />Crestline Road northerly to serve the Davilla property shall <br />be required. The precise location to be approved by the Citq <br />Engineer at the time of final map approval. <br />10a. Referrals from the City Council. <br />The next item on the agenda was the proposed land use re: two parcels of <br />property owned by W. T. Marsh and proposed for annexation to the City. <br />Mr. Spank presented the staff report which recommended that the most appro- <br />priate zoning would be A - Agriculture. Mr. Lee Amaral, representing Mr. <br />Marsh, was present in the audience and stated that at this site, east aide <br />of Sunol Boulevard and the north side of Happy Valley Road, a commercial <br />office building on two acres was desired. Mr. Amaral asked for commercial <br />zoning rather than R-1 or A on this parcel. Commissioner Carrigan made a <br />motion to zone this parcel to C-0 zoning, but the motion died for lack <br />of a second. UPON MOTION OF COMMISSIONER ARNOLD, SECONDED BY COMMISSIONER <br />PLATO, AND CARRIED, IT WAS DETERMINED TO RECOMMEND TO THE CITY COUNCIL <br />THAT THE PARCEL OF LAND, EAST SIDE OF SUNOL BOULEVARD AND THE NORTH SIDE OF <br />HAPPY VALLEY ROAD, BE RETAINED IN THB A-20NE AS A HOLDING ZONE. <br />The Planning Commission determined to initiate a study at the earliest oppor- <br />tunity regarding commercial zones along Sunol Boulevard from the southern <br />boundary of Rosepoint development to the present City limits. Mr. Ray <br />Martin asked that his development be included in this proposed study. <br />lOb. W. T. Marsh. <br />Mr. Spank presented the staff report on the parcel on east side of Sunol <br />Boulevard 338 feet, more or less, south of Sycamore Avenue, which suggested <br />two alternatives on this issue. UPON MOTION OF COd~AfISSIONER GARRIGAN, <br />SECONDED BY CHAIRMAN ANTONINI, AND CARRIED, IT WAS DETERMINED TO RECOMMEND <br />TO THE CITY COUNCIL THAT THIS PARCEL BE HELD IN THE A-AGRICULTURAL ZONE. <br />14. Commissioner Plato spoke relative to commercial zoning, stating that <br />he felt that the City should use the land now zoned commercial before allow- <br />ing zoning for more commercial area. Whenever a development is studied, <br />to put the requested commercial zoning into an A-Agricultural holding zone <br />until needed. <br />There being no further business to come before the Commission, upon motion <br />of Chairman Antonini, seconded by Commissioner Arnold, and carried, the <br />meeting was adjourned at 10:45 P.M., to meet again on Wednesday, March <br />22, 1967, at 8:00 P.M. <br />Secrets <br />3-8-67 <br />
