7b. UP-63-1. WlH. Trublood. <br />The next item considered was the request of W. H. Trublood, for modification <br />of Condition of Use Permit UP-63-1 limiting number of guests allowed at a rest <br />home located at 588 St. John Street in an RG-15 District. Mr. Spink presented <br />the at_aff report which recos®ended approval of the request with an additional <br />cor_%:ition. Mr. Lee Amaral, representing Mr, and Mrs. Trublood, was present <br />in the audience and submitted letters from residents in the area of the rest <br />hcme indicating that they had no objections to additional guests at the rest <br />home. After further discussion, UPON MOTION OF COMMISSIONER JOHNSTON, SECONDED <br />BY COMMISSIONER ARNOLD, AND CARRIED, IT WAS DETERMINED THAT THE REQUEST BE <br />APPROVED SUBJECT TO THE FOLLOWING ADDITIONAL CONDITION: <br />(2) No more than 10 guests shall be allowed. Should a parking problem <br />become apparent as the result of additional guests, the Planning <br />Commission may then limit this approval to eight guests subject to <br />notification of the appllcanC and appropriate hearings. <br />4a. GPA-67-2. Pleasanton Citv Council. <br />Chairman Antonini opened the public hearing on the application of the Pleasanton <br />City Council for a General Plan Amendment redesignating the location of the <br />Civic Center complex and modifying the generalized circulation system in the <br />vicinity of the Civic Center Complex. Mr. Spink presented the staff report <br />which noted that the City Council had asked to withdraw their application as <br />there is no General Plan Amendment involved with the location of the site west- <br />erly. of Main Street, as now proposed. After further discussion relative to <br />a civic zone, architectural, landscape and site plan controls, UPON MOTION OF <br />CHAIRMAN ANTONINI, SECONDED BY COMMISSIONER GARRIGAN, AND CARRIED, IT WAS DETER- <br />MINED THAT THE PLANNING COMMISSION WOULD ACCEPT THE WITHDRAWAL OF THE CITY <br />COUNCIL'S APPLICATION FOR A GENERAL PLAN AMENDMENT. <br />4c. UP-67-6. City of Pleasanton. <br />Chairman Antonini opened the public hearing on the application of the City of <br />Pleasanton for a Use Permit under Section 4.309, Ordinance No. 309, to allow <br />the Orloff Community Park to be Located in the northwest quadrant of the inter- <br />section of Santa Rita Road and Black Avenue in an "A" District. Mr. Spink <br />presented the staff report which recommended approval with conditions. Gary <br />Patton, representing the Recreation and Park Co®isaion, was present in the <br />audience and concurred with the staff report. Upon motion of Chairman Antonini, <br />secerded by Commissioner Garrigan, and carried, the public hearing was closed. <br />After discussion, upon motion Commissioner Garrigan, seconded by Chairman <br />Antonini, the following resolution was adopted by unanimous vote. <br />RESOLUTION N0. 672 <br />WHEREAS, the application of the City of Pleasanton For a Use Permit <br />under Section 4.309, Ordinance No. 309, to allow the Orloff <br />Community Park to be located in the northwest quadrant of <br />the intersection of Santa Rita Road and Black Avenue in an <br />"A" District, has come before this Commission: <br />NOW, TtLRREFORE, BE IT <br />RESOLVED: that the above-named application be approved subject to the <br />following conditions: <br />(1) Site Plan, Landscape 6 Architectural Approval. <br />(2) The parking lot indicated off the extension of Alameda to be inter- <br />connected with or relocated as an extension of the parking areas with <br />access from Black Avenue. Vehicular access from Alameda to be <br />eliminated. <br />(3) Parking requirements to be determined at the time of Site Plan, <br />Landscape & Architectural Approval. <br />(/i) A minimum of 20 feet of landscaping shall be provided on the western <br />boundary of the site. <br />(5) Night lighting shall be designed to prevent glare on adjoining <br />properties. <br />(6) Street sidewalk to be designed to meander through the park. <br />(7) The design shall be modified in order to provide a major pedestrian <br />5-10-67 <br />
