<br />discussion, upon motion of Cammisaioner Plato, seconded by Commissioner Johnston,
<br />the following resolution was adopted by unanimous vote.
<br />RESOLUTION N0. 678
<br />WHEREAS, the application of Volk-McLain Communities, Inc., 7727
<br />Amador Valley Boulevard, Dublin, for an amendment to
<br />Ordinance No. 309, pursuant to the provision of Sections
<br />65854 and 65859 of the Government Code, State of California,
<br />establishing zoning prior to annexation for property
<br />generally bounded by Arroyo Mocho Canal, Hopyard Road,
<br />Interstate 680, aad the southerly boundary of the U.S.
<br />Army (Camp Parks) sewage treatment ponds, from R-1-B-5
<br />and C-N Alameda County zoning, to R-1 and C-N or other
<br />districts, City of Pleasanton Zoning, has come before
<br />this Commission:
<br />NOW, THEREFORE, BE IT
<br />RESOLVED: that the above-named application be approved as follows:
<br />C-N as marked on Exhibft "A"` institutional to be zoned
<br />"A"; park area of V.C.S.D. be zoned "A", all as shown
<br />on revised Exhibit "A". C-N subject to a determination
<br />by the City Council that the letters of intent provide
<br />adequate guarantee for the development of the C-N District.
<br />4i. Z-67-23. Volk McLain Communities. Inc, 7727 Amador Valley Blvd., Dublin, for
<br />a Zoning Permit with Planned Unit Development approval in order to obtain approval
<br />of general land uses, street patters and lot sizes and distribution in conjunction
<br />with RZ-67-4 establishing prezoning in conjunction with annexation. Mr. Spink
<br />presented the staff report which recommended approval with stated conditions.
<br />It was pointed out that there were two cul-de-sacs, 600 and 640 feet in length
<br />and one cul-de-sac at 725 feet in length shown on the plane. These are longer
<br />than allowed by Ordinance. It was pointed out that the Commission will apply
<br />more stringent standards for the C-N uses. Also, that this item should be referrod
<br />to the Recreation and Park Commission for park configuration and location. Mr.
<br />Don Hoffman, representing Volk-McLain, stated that 1,025 lots should not be the
<br />limit as he does not want any restrictions on lots allowed on the map, and that
<br />of the lots shown, a substantial number are 6,500 feet. Mr. Hoffman further stated
<br />that is the 50% figure for 6,200 sq. ft. lots is required, it is not necessary
<br />to limit the number of lots to 1,025 but leave the figure at 1,036. Mr. Volk
<br />also wanted the variation in number of Iota and pointed out that all the
<br />widening for Hopyard Road was taken from his property thereby causing him to
<br />lose about three acres of land. Both Mr. Roffman and Mr. Volk again stressed
<br />the point that they did not want to be held to percentages or number of lots.
<br />Mr. Brooks stated that one should design a house to a lot. lir. Volk also
<br />pointed out that 470,000 feet of park land was now included that was not allowed
<br />for in the original layout. After further discussion, UPON MOTION OF CHAIRMAN
<br />ANTONINI, SECONDED BY CQMIISSIONER GARRIGAN, AND CARRIED, IT WAS DETERMINED
<br />THAT THE ABOVE APPLICATION BE APPROVED WITH THE FOLLOWING CONDITIONS:
<br />(1) Approval of RZ-67-4.
<br />(2) Terms of Annexation No. 53.
<br />(3) Total lots allowed to be 1,036, not more than 50~ to be 6,200 square feet
<br />to 6,500 square feet in area, and that the remaining lot distribution be
<br />as indicated on Exhibit A.
<br />(4) A complete landscape plan for back-up fence and landscaping to be provided
<br />for Planning Commission review and approval at the time of submittal of the first
<br />tentative map for approval. Such plans to incorporate the irregular fence
<br />pattesn shown on Exhibit "A" and the fence design shown in the photograph .
<br />designated Exhibit "C".
<br />(5) The street pattern shall be in substantial conformance with Exhibit "A".
<br />Re lotting necessary to reduce the allowed number of lots shall resolve the
<br />lots of undesirable configuration as designated on Exhibit "A".
<br />(6) The typical site plans designated Exhibit "B" are approved in concept
<br />to include the following features:
<br />(a) Provision for storage area for boat or trailer to be provided on not
<br />less than 20% of the lots.
