(1) Approval of V-67-19 <br />(2) Two additional parking spaces shall be provided in the rear yard area with <br />access from Pico Drive: <br />(3) Private open space may be provided for the front unit as an option. Approval <br />of size, fence design and landscaping to rest with Planning Director. <br />(4) All plant material shown shall be at least 5 gallon stock when installed. <br />(5) Areas not shown for shrub planting shall be turfed. <br />4d. UP-67-9. Lvnnewood Methodist Church. <br />Chairman Antonini opened the public hearing on the application of Lynnewood <br />Methodist Church, 1560 Santa Rita Road, Pleasanton, for a Use Permit under Section <br />4.309 to allow a church meeting place in portions of an existing residence located <br />on the west side of Foothill Road approximately 1/4 mile north of Bernal Avenue <br />in an A District. Mr. Spink presented the staff report which recommended <br />approval with stated conditions. Mr. J. Jack Brae, representing the Church, was <br />present and stated that the Church objected to site plan, landscape and archi- <br />tectural controls. Mr. Bras further stated that the Church at this time could not <br />financially afford to construct the driveway or additional parking. Mr. Bras <br />stated he felt the driveway and parking was adequate as it now exists. Mr. Edwin <br />Carter was present and objected to the Church being in this location and indicated <br />that deed restrictions would not allow a Church in this Rrl area. Mr. Struthers <br />informed the Co®iseion to consider only land use under the City Zoning Ordinance. <br />Mr. [d. J. Waggoner stated the area was a beautiful residential area and that <br />he wanted it to stay that way. Mr. Stevenson stated his objections and felt the <br />Commission could act to save the residents a court battle. Mr. Philip Wehr <br />representing the Church stated that this development was intended to be a devel- <br />opment of culture and activities for people in the surrounding area. Darrell <br />Darling, Pastor of the Methodist Church, pointed out that most churches are <br />located in R-1 areas in various communities. Upon motion of Chairman Antonini, <br />seconded by Commissioner Carrigan, and carried, the public hearing was closed. <br />After further discussion, UPON MOTION OF COMMISSIONER PLATO, SECONDED BY COMMISS- <br />IONER ARNOLD, AND CARRIED, IT WAS DETERMINED TO CONTINUE THIS ITEM TO THE bfERTIN(+ <br />OF JONE 28, 1967, REOPENING THE PUBLIC HEARING ON THE CDAIDITIONAL USE PERMIT <br />AND CONTINUING THE PUBLIC HEARING ON THE VARIANCE APPLICATION. This was done <br />with the consent of the applicant. <br />4f. V-67-20. Raymond Esola. <br />Chairman Antonini opened the public hearing on the application of Raymond Esola, <br />684 Bonita Avenue, for a Variance from Section 8.500, Ordinance No. 309, to <br />allow a reduction in required rear yard of 10 feet in order to construct a four- <br />plex at 835 Palomino Drive in an RG-25 District. Mr. Spink presented the staff <br />report which recosmmended approval. Mr. Esola was present in the audience and <br />concurred with the staff report. Upon motion of Commissioner Carrigan, seconded <br />by Comriinsioner Johnston, and"carried, theCpublic hearing was closed. Upon motion <br />of Commissioner Johnston, seconded by Cha~xman Antonini, the following resolution <br />was adopted unanimously. RESOLUTION NO. 677 <br />WHEREAS, the application of Raymond Esola, 684 Bonita Avenue, for <br />a Variance from Section 8.500, Ordinance No. 309 to allow <br />a reduction in required rear yard of 10 feet in order to <br />construct a four-plex at 835 Palomino Drive in an RG-25 <br />District, has come before this Commission: <br />NOW, THEREFORE, BE IT <br />RESOLVED: that the above-named application be approved subject to <br />Exhibit "A" including a reduced front yard of 20 feet <br />0 inches. <br />4g. Z-67-26. Raymond Esola. <br />The next item on the agenda was the application of Raymond Esola, 684 Bonita <br />Avenue, for a Zoning Permit with site plan, landscape and architectural approval <br />in order to construct a four-plex at 835 Palomino Drive in an RG-25 District. <br />Mr. Spink presented the staff report which recommended approval with stated <br />conditions. After further discussion, UPON MOTION ~ COMMISSIONER GARRIGAN, <br />SECONDED BY COMMISSIONER JOHNSTON, AND CARRIED, IT WAS DETERMINED THAT THE ABOVE <br />APPLICATION BE APPROVED SUBJECT TO THE FOLLOWING CONDITIONS: <br />(1) Approval of V-67-20. <br />(2) Enter into a joint access agreement with the adjoining property owner with <br />the City to receive an emergency access easement. Foxm subject to approval <br />of the City Attorney. <br />(3) Washed rock area nearest street to be planted in grass. 5-17-67 <br />
