and westerly of Valley Avenue. Mr. Spinc presented the staff report which <br />stated conditions for approval. Mr. Bill Monaen, representing Costanzo- <br />Wilson, was present in the audience and concurred with the staff report. Mr. <br />Dudley Frost did not object to traffic pattern, but did not like the idea of <br />having multiples across from R-1, and further indicated that the landscape <br />buffer was not adequate. Mr. Prost stressed the fact that he would rather <br />see R-1 in the proposed area or at least single story units. After further <br />discussion, upon motion of Commissioner Carrigan, seconded by Commissioner <br />Arnold, the following resolution was adopted by unanimous vote. <br />RESOLUTION N0. 715 <br />WHEREAS, the request of Costanzo Wilson Development Company, for <br />Tentative Subdivision Map approval for an area of approxi- <br />mately 41 acres adjacent to and westerly of Santa Rita <br />Road and westerly of Valley Avenue, has come before this <br />Commission: <br />NOW, THEREFORE, BE IT <br />RESOLVED: to recommend to the City Council thaC the above <br />mentioned matter be approved subject to the following <br />conditions: <br />1. Application for and approval of necessary rezonings. <br />2. That all in-tract easements be granted as public <br />service easements with no reference to specific use. <br />3. That the number, size and location of fire hydrants <br />remain subject to change pending completion of a <br />study of this matter by the Fire Chief. <br />4. That the developer provide all the street and park <br />lighting facilities necessary to adequately light <br />the streets and parks within and adjacent to this <br />tract at the lowest possible cost to the City and <br />in accordance with the method, City owned or P.G.&E. <br />owned, and that is commonly in use by the City of <br />Pleasanton at the time of approval of the Final Map. <br />The extent of park lighting contemplated is a second- <br />arm and luminaire on the street light poles at the <br />end of each cul-de-sac and across Mohr Avenue from <br />Balsa Drive. <br />5. That electric power distribution and coamunication <br />service systems be placed totally underground except <br />for pad-mounted transformers and above-ground splicing <br />cabinets where necessary. <br />6. That the existing wooden pole electrical line <br />along Santa Rita Road be placed underground unless <br />it can be demonstrated to the satisfaction of <br />the City Engineer that this is absolutely economi- <br />cally or technically unfeasible. Steel poles <br />will be required if undergrounding proves unfeasible. <br />7. That approval of the storm drainage system be with- <br />held until final design calculations have been made <br />and the developer has demonstrated to the satisfaction <br />of the City Engineer that the system fully meets <br />the requirements of this development and all up- <br />stream areas intended to be drained through this <br />tract and that the requirements of Alameda County <br />Flood Control District have been met. <br />8. That approval of the water supply and distribution <br />system be withheld until the developer has demon- <br />strated to the satisfaction of the City Engineer <br />that the proposed system meets both the immediate <br />and long-range requirements for supplying water in <br />this area. <br />9. That approval of the sanitary sewer system be <br />withheld until the developer has demonstrated to <br />the satisfaction of the City Engineer that the <br />proposed system is adequate for the service area <br />and generally meets the immediate and long-range <br />requirements of the sanitary sewer system in this <br />and all tributary areas. <br />lO. That the streets be classified according to the <br />classifications previously discussed in this report. <br />11. That the property line radius of the corners at the <br />intersection of Santa Rita Road and Mohr Avenue be <br />increased to 40 feet. <br />_5_ 9-13-67 <br />
