<br />Mr. Frost anscaered the various protests by informing the people that D ~ V
<br />Builders was interested in maintaining privacy and harmony in the neighborhood,
<br />rentals would not be low-class "project". Upon motion of Commissioner Garrigan,
<br />seconded by Commissioner Arnold, and carried, the public hearing was closed.
<br />Mr. Campbell, Director of Public Works, spoke relative to the realignment of
<br />Valley Avenue. After further discussion, UPON MOTION OF CODSIISSIONER ARNOLD,
<br />SECONDED BY COMMISSIONBR PLATO, AND CARRIED, IT WAS DETERMINED TO CONTINUE THESE
<br />ITEMS, RZ-67-12 and Z-67-52, TO THE MEETING OF NOVBMBSR 8, 1967. This was
<br />done with the consent of the applicant.
<br />At 9:20 P,M, Chairman Antonini called for a five minute recess.
<br />Chairman Antonini called the meeting back to order at 9:32 P,M,
<br />Sc. and Sd. RZ-67-13 and Z-67-58, Stanford L. Holmgren.
<br />Chairman Antonini opened the public hearing on the application of Stanford L.
<br />Holmgren, 1630 Newell Avenue, [dalnut Creek, for an amendment to Ordinance No.
<br />309 amending the District boundaries of the Zoning Map by redesignating approxi-
<br />mately 5.9 gross acres located on the east side of Sunol Boulevard in the vicinity
<br />of Arlington Drive and Arlington Court from an R-1 District (Single Family
<br />Residence) to the RG-25 District (Garden Apartment Residence) District. The
<br />Zoning Permit with Planned Unit Development, in conjunction with the Rezoning
<br />application, was considered at the same time. Mr. Castro presented the staff
<br />report which, in general, recommended approval of proposed development concept.
<br />Mr. Castro presented photographs of the Camelback development in Walnut Creelc
<br />which is similar in concept to the proposed development. Mr. Charles Delk,
<br />architect representing Mr. Holmgren, was present in the audience and indicated
<br />that this development was intended to be a high quality, luxury type apartment
<br />complex. Several property owners in the area spoke protesting this development
<br />in this area stating that apartment dwellers are usually a different type person
<br />than the home owner; would be detrimental to land values; the noise, congestion,
<br />etc., would be increased, and privacy lessened; also that when purchasing
<br />these homes, in a high-price bracket, they were not informed of any proposal for
<br />apartments in the area. Those speaking were Mr. George Mirand, Hamilton Road;
<br />Mr. Arnold Piero; Mr. Clarence Bidwell, Mr. Roy Edwards, Oakland; Mr. Larry
<br />Bartleson and Mr. Ted Fairfield. Upon motion of Commissioner Arnold, seconded
<br />by Commissioner Gibbs, and carried, the public hearing was closed. After further
<br />discussion, upon motion of Commissioner Arnold, seconded by Crnmnisainner Plato,
<br />the following resolution was adopted by unanimous vote.

<br />WHEREAS the application of Stanford L. Holmgren, 1630 Newell
<br />Avenue, Walnut Creek, for an amendment to Ordinance

<br />Chairman Antonini opened the public hearing on the application of Dr. Edward
<br />W. McCauley, 1733 Beachwood Way for a Variance from Section 18.101 and Section
<br />18.603.1, Ordinance No. 309 to allow a six foot fence in a required side street
<br />side yard at the above address in an R-1 District. Mr. Castro presented the
<br />staff report with stated conditions. Dr. McCauley was present and concurred
<br />with the staff report. Upon motion of Commissioner Arnold, seconded by
<br />Cormnissioner Garrigan, and carried, the public hearing was closed. After further
<br />discussion, upon motion of Commissioner Garrigan, seconded by Commissioner Plato,
<br />the following resolution was adopted by unanimous vote.
