M I N U T E S <br />of <br />Planning Commission <br />Pleasanton, California <br />October 4, 1967 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P. M., tlednesday, October 4, 1967, by Chairman Antonini. <br />ROLL CALL showed the following: <br />present: Commissioner Arnold <br />Carrigan <br />Gibbs <br />Plato <br />Chairman Antonini <br />Secretary Castro <br />Chairman Antonini introduced Mr. Ricardo Castro as the new Planning Director <br />for the City of Pleasanton. <br />The minutes were corrected as follows: SECTION 1.105.9c BE DELETED IN ITS <br />ENTIRETY FROM THE MINUTES. Upon motion of Commissioner Carrigan, seconded by <br />Commissioner Plato, and carried, the minutes were approved as corrected, by <br />unanimous vote. <br />4. Revisions and Omissions to the AKenda. <br />Mr. Castro informed the Commission that an application from Stanford L. Holmgren <br />for a Zoning Permit with a Planned UniC Development had been added to the agenda. <br />Sa and Sb. D & V Builders. BZ-67-12 and Z-67-52. <br />Chairman Antonini opened the public hearing on the application of D & V Builders, <br />Inc., 6000 Telegraph Avenue, Oakland, for an amendment to Ordinance No. 309 <br />amending the district boundaries of the Zoning Map by redesignati ng apprvx l.+.~rc.zy <br />41 acres located on the east aide of Hopyard Road between Blaclc Avenue and <br />Valley Avenue from an "A" (Agricultural) DLstrict'to C-N, C-O, RG-15 and RG-25 <br />and R-2 (Commmercial and Multi-family Garden Apartment) Districts. At the same <br />time, the public hearing was opened on the application of D & V Builders, Inc. for <br />a Zoning Permit with a Planned Unit Development approval for approximately 41 <br />acres located on the east side of Hopyard Road between Black Avenue and <br />Valley Avenue in proposed C-N, C-0, RG-15, RG-25 and R-2 Districts. Mr. Castro <br />presented the staff report in which he referred to the staff report dated <br />September 13, 1967, on this matter. Mr. Castro further stated that a new <br />traffic study, for realignment of streets in the area in question, was being <br />prepared by Livingston and Blayney. The circulation pattern and land use <br />pattern for this area are two of the issues to be determined. Mr. Castro asked <br />for a postponement until the first part of November. Mr. Dudley Frost reiterated <br />former actions and hearings pertaining to this matter, both for the benefit <br />of the audience and the new Planning Director. <br />Various residents from the surrounding area of the proposed development were <br />present in the audience and spoke as follows: <br />Ted Landon, ,5372 Ridgevale Road - does not want two story apartments adjacent <br />to him; concerned with traffic on Black Avenue; parking problems resulting from <br />apartment dwellers; and possibility of more children going to a school which <br />is already overcrowded. <br />Mr. Al Jaeger, 5462 Ridgevale Road - concerned as to whether or not this proposal <br />would be a "housing project" or a high-class apartment complex' also concerned <br />with property values, rental scale, etc. <br />Mr. Maine, 2338 Fairfield - general objections. <br />Mrs. Jerry Peterson, 2339 Fairfield - object to apartments, wanted only single <br />family residences. <br />Mr. Hallbacic, 5459 Ridgevale - felt that apartments would deteriorate after <br />a few years and would affect the value of individual hones. <br />Mrs. David Stanley, 2392 Fairfield Court - objected to ~artments in area and <br />felt that residents slu+uld he able to speak as to what they want and do not <br />want in this area. 10/4/67 <br />
