<br /> Services: Sophisticated financial, economics, contractual,
<br /> computer, and management analyses for various municipal
<br /> services. Primarily specializing in cost of service, rate and
<br /> fee design, financing, economic feasibility, fiscal impact,
<br /> valuation, and cost sharing studies for wastewater and water
<br /> utilities. Computer models (386, Laser, FAX, etc.) are custom
<br /> designed to quickly and efficiently develop sensitivity analyses,
<br /> studies, and updates. The study report is designed for intense
<br /> public scrutiny and is presented to the client's governing body.

<br /> Experience: Nearly thirteen years of municipal utility management
<br /> consulting as a financial analyst and economist. Numerous rate
<br /> and fee structures, cost of service analyses, economic feasibil-
<br /> ity and fiscal impact analyses, cost sharing agreements for old
<br /> and new regional wastewater systems, municipal ordinances, com-
<br /> puter models, and presentations to governing bodies. Worked with
<br /> state/federal regulatory staff, numerous financial, engineering
<br /> and legal consultants, and various industries. Successfully
<br /> conducted over 100 studies for 50 different utilities; assisted
<br /> in numerous other studies. Studies developed personally involved
<br /> projects costing as much as $140 million (Battle Creek) and
<br /> annual budgets of as much as $26 million (Las Vegas). Ongoing
<br /> consulting services to Dublin San Ramon Services District (DSRSD)
<br /> since 1977. General Manager of Livermore-Amador Valley Water
<br /> Management Agency (LAVWMA), a wastewater JPA (appointed 7/85).
<br />
<br /> 1983-Present. Resigned from B & C in early 1983 to become
<br /> an independent consultant. Have developed rate, fee,
<br /> financing and related studies for 28 wastewater utilities,
<br /> 1 water utility, 3 fire departments, and some general opera-
<br /> tions. Clients have included DSRSD (ongoing consulting),
<br /> LAVWMA (General Manager), Tri-Valley Wastewater Authority
<br /> (ongoing consulting), cities of Pleasanton, San Leandro and
<br /> Watsonville, South Bayside System Authority, West Bay Sani-
<br /> tary District, East Bay Dischargers Authority, Menlo Park &
<br /> South County Fire Districts, EBMUD, CCCSD, and B & C.
<br />
<br /> 1977-83. Six years in Brown & Caldwell's Utility Manage-
<br /> ment Department. Personally developed studies for 29 waste-
<br /> water & 2 water utilities including those serving Las Vegas,
<br /> NE; Battle Creek, MI; Fort Smith, AR; and Dublin, San Ramon,
<br /> Pleasanton, San Leandro, Sunnyvale, Stockton, Eureka, An-
<br /> tioch, and Pittsburg, CA. Assisted in numerous other stu-
<br /> dies including water rate and fee studies for San Francisco,
<br /> Sacramento, Crescent City, & Fairfield, CA; & Portland, OR.
