PAST STUDIES CONDUCTED BY C.R. LAWSON <br /> <br />Dublin San Ramon Services District, California. Numerous studies <br />since 1977 including biennial wastewater user charge studies, <br />annual water and refuse rate reviews, annual water, wastewater, <br />and fire connection fee analyses, long-term pay-as-you-go <br />replacement and expansion financing studies, and related studies <br />for other District operations. The user charge study is a joint <br />study with the City of Pleasanton. Annual wastewater revenue <br />requirements are $15 million. Studies currently being conducted. <br /> <br />Livermore-Amador Valley Water Management Agency, California. <br />Since 1979, studies involving 3 member agencies, a 21-mgd <br />facility, and operating, expansion, and replacement financing. <br />Conducted 5 2-year member agency cost-sharing studies--most <br />recent completed in 1989. A 45-year replacement financing study <br />and computer model designed to fund all replacement costs on a <br />pay-as-you-go basis using cash completed in 1984 and updated in <br />'87 & '89. Appointed General Manager in July 1985; responsible <br />for all management and financial services required by the agency. <br /> <br />South Bayside System Authority, California. A 10-year expansion <br />financing and pricing policy study completed in 1983 and updated <br />annually thereafter; preliminary, final and updated revenue <br />programs for the SBSA and the twelve member agencies first <br />completed in 1984; and source control rates completed in 1986. <br />The new $56.3 million regional treatment and disposal system <br />serves twelve agencies, including Belmont, Redwood City, San <br />Carlos, and West Bay S.D. Studies last conducted in 1988. <br /> <br />West Bay Sanitary District, California. A 45-year replacement <br />and expansion pay-as-you-go financing study, and design of user <br />charges, connection fees, and STEP rates. Original work <br />completed in 1984~ subsequent work in 1985, 1987 and current. <br /> <br />San Leandro, California. Four 2-year user charge and connection <br />fee studies with 30 industries designed to fund wastewater O & M <br />costs and all future replacement and expansion costs, and two <br />long-term (45-year) replacement financing studies for wastewater <br />facilities. Studies completed in 1982, 1985, 1987 and 1989. <br /> <br />East Bay Dischargers Authority, California. Cost-sharing study <br />of fixed costs allocable to six agencies tributary to a 189-mgd <br />disposal/reclamation facility. Completed in 1985. <br /> <br />East Bay Municipal Utility District. A comprehensive wastewater <br />rate and financing study involving over 168,000 customers in 7 <br />communities, a $27 million annual budget projected to increase to <br />about $74 million upon project completion, alternative capital <br />projects from $100 million to $500 million, over 160 large <br />industries, rate and buy-in analyses for contract service to <br />three other agencies, and numerous rate alternatives including <br />the development of incentives for communities to reduce I/I. A <br />joint-venture study with Brown & Caldwell completed in 1986. <br /> <br /> <br />
