The study will be documented in the same report as the <br /> Water Rate Study and presentation and draft review will <br /> be conducted in conjunction with that study. <br /> <br /> Study Schedule <br /> <br /> The data gathering task for the study should begin as soon <br /> as possible and the City's Water Master Plan should also be <br /> supplied to the Consultant. Work will commence upon study <br /> authorization and be completed in March 1990 or ninety days <br /> after the receipt of the study data, whichever is later. <br /> <br /> Compensation <br /> <br /> It is estimated that funding in a not-to-exceed amount of <br /> $3,000 will be needed for this study. Charges will be <br /> based on the hourly rate of $95.00, which includes all <br /> normal expenses. <br /> <br />As you are well aware, I am well qualified to conduct the <br />proposed studies having successfully conducted over 100 rate, fee <br />and financing studies for over 50 municipal utilities over the <br />past thirteen years. In addition, I have designed the City's <br />wastewater user charges and regional wastewater connection fees <br />since early 1978,, and have managed LAVWMA since mid-1985. <br />Finally, though i have specialized primarily in wastewater <br />utility management in more recent years, the proposed water <br />financing study is based on my own innovations successfully <br />implemented by a water utility (DSRSD), three fire departments, <br />and many wastewater utilities; a water connection fee study is <br />nearly the same as a wastewater connection fee study; and, <br />finally, I have developed DSRSD's water rates, fees and financing <br />since 1980 (their system is similar the City's) and a water rate <br />and fee study for the City of Eureka, and assisted in major water <br />rate studies for San Francisco, Sacramento, Fairfield and <br />Crescent City, CA, and Portland, Oregon.
