PAST STUDIES CONDUCTED BY C.R. LAWSON (Cont.) Watsonville, California. A comprehensive wastewater facilities revenue program for Watsonville, Freedom C.S.D., Pajaro C.S.D. and Salsipuedes S.D. involving new facilities costing $38 million as compared to existing facilities of $2.7 million, a 200 percent increase in annual costs, and a large industrial base using about 60 percent of the system. Completed in 1987 and current work. Tri-Valley Wastewater Authority, California. An expansion financing study to the Year 2010 involving $155 million of new treatment and disposal facilities completed in 1985 for this new 3 member joint powers authority. Also completed in 1986 a buy-in and capacity allocation study required for a fourth member agency to join TWA. Currently responsible for expansion and ongoing budgeting, accounting, financial reporting, etc. Battle Creek, Michigan. Two 3-year user charge studies which involved six jurisdictions, 9 projects totaling $140 million, 14 large industries (7.7 mgd), and a 27-mgd tertiary treatment plant. Completed in 1980 and updated in 1982. Sunnyvale, California. A 3-year user charge and connection fee study with over 80 industries (plus 2 large, seasonal food processors), a 912.5 million project, and a 34-mgd tertiary plant. Last study completed in 1982. Stockton, California. A financial plan and a 3-year revenue program involving 3 projects for $50 million, a 58-mgd tertiary plant, and a large industrial base (one-third of capacity), including 6 large, seasonal food processors. Completed in 1978. Delta Diablo Sanitation District, California. A financial plan and revenue program, cost-sharing arrangements, and a sewer service agreement involving 3 jurisdictions and four treatment plants being consolidated at a new $47 million subregional plant. Completed in 1979. Las Vegas, Nevada. Five-year wastewater user charge studies for the cities of Las Vegas and North Las Vegas and Clark County Sanitation District involving 3 treatment plants with flows of 75 mgd and mandated by a U.S. District Court consent decree. Completed in 1980. Encina Joint Powers Regional Sewerage Agency, California. A revenue program and cost-sharing arrangements for 7 agencies, 8 large industries, and a $46 million project. Completed in 1979. Other Wastewater Studies. Other wastewater rate and fee and related studies and services have been conducted for Fort Smith, Arkansas; Othello, Washingtonl Salem, Oregon~ and Selm-Kingsburg- Fowler Sanitation District and Newman, California. Fire Studies. Forty-five year replacement financing studies for Menlo Park Fire District and South County Fire, California.
