Richard P. Tavlor
Request of Richard P. Taylor to review the proposed development plans for the
Kolb property generally located at the southwest intersection of Interstate
580 and Foothill Boulevard, development now being proposed in the County.
Mr. Castro asked the Commission to review the proposed land use for the Kolb
property and make a recommendation to the City Council on their findings.
Mr. Castro further stated that the entire development proposed consisted of
approximately 24 acres and that parking as proposed was adequate. Mr. Castro
noted that the landscaping plan appeared satisfactory, although further review
would be necessary. The commercial developments included a service station,
large motel unit, theater, market, shops and drug store located on a frontage
road along Interstate 680. Considerable discussion followed on the vacant
parcel, owned by Mr. Martin, consisting of approximately three acres bounded
by Interstate 680 and Interstate 580. Mr. Norm Dyer noted the interchange on
Foothill Road and Interstate 680 would be improved by 1970. Discussion ensued
on the point where the Frontage Road would connect again with Freeway 580.
Mr. Dyer stated 50% of the proposed development could be developed within
the next year. Mr. Dyer stated that if his proposal was received favorably
by the Commission and the City Council, he would immediately apply for a General
Plan Amendment and annexation to the City. All parceie, he continued, would
be under one ownership, to be developed by phases.
