8. That the existing and future electrical and communication facilities <br />services be placed underground. <br />Sb.) UP-68-4, Don Carroll and Victor Lund Jr. <br />Chairman Antonini opened the public hearing on the application of Don Carroll <br />and Victor Lund Jr., 164 Main Street, for a Conditional Use Permit to Section <br />12,104 to allow the operation of a drive-in restaurant at 4895 First Street <br />in a C-T District. <br />6b.) Z-68-27. Don Carroll and Victor Lund, Jr. <br />It was decided to consider at the same time the application of Don Carroll <br />and Victor Lund for a Zoning Permit with Site Plan and Architectural Approval <br />for a drive-in restaurant aE 4895 First Street in a C-T District, as well as <br />sign approval. Concerning the condition requiring approval for a maximum of <br />three years of the use permiC, the Commission questioned how the Bernal Avenue <br />realignment would affect this condition. Mr. Campbell suggested that the <br />Commission condition the use permit as long ae they wished, as the lease agree- <br />ment between the City and the applicant would provide for settlement for the <br />applicant should the Bernal Avenue realignment take place before the time <br />limit expired. Vic Lund stated a three year time limit was agreeable to him. <br />Mr. Lund also stated without a three year lease, they would not be able to <br />continue with the proposed construction. In addition, Mr. Lund noted he would <br />continue to manage the property but would noC accept compensation. Mr. Lund <br />agreed to reduce the size of the proposed sign from three surfaces to two, <br />itt accordance with a suggestion by the Planning staff. Upon motion of <br />Commissioner Plato, seconded by Chairman Antonini, and carried, the public <br />hearing was closed. UPON MOTION OF COMMISSIONER ARNOLD, SECONDED BY COMMISSIONER <br />PLATO, IT WAS DETERMINED TO APPROVE ZONING PERMIT Z-68-27 TO ALLOW A DRIVE-IN <br />RESTAURANT AT 4895 FIRST STREET, SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. That the moat easterly parking stall as shown on the plot plan he a u.~i..o~oa <br />due to the problem of backing out into First Street. <br />2. That planting along First Street and the one-way street be low level <br />for easy traffic visibility. <br />3. That a landscaping plan showing the materials and heights of plants be <br />submitted to the Planning Department for approval. <br />4. That a design for a smaller sign be submitted to the Planning Director, <br />subject to his approval. <br />5. That the applicant adhere to the materials shown on the elevations submitted, <br />labeled Exhibit A. <br />6. The south driveway, nearest Main Street, should be used as an exit only. <br />To accomplish this there should be an "Exit only" sign installed and "Exit <br />Only<~~ " pavement markings installed. <br />7. The drive-in parking spaces should be constructed so that a parked car at <br />no time would protrude south of a straight line projection of the front of <br />the building proper as it now exists, <br />8. Approval be granted for a maximum of three years. <br />9. Parking spaces be delineated with paint stripes. <br />10. Drainage plan be developed and submitted to City Engineer for approval <br />prior to issuance of a building permit. <br />At this point the meeting was adjourned for a recess by Chairman Antonini. <br />Chairman Antonini called the meeting back to order at 9:35 P.M, <br />7. COMMUNICATIONS <br />This matter was considered after the following item. <br />8. TENTATIVE SUBDIVISION MAPS <br />a,) Tract 2987. Schulte Blackwell Development Co. <br />Application of Schulte Blackwell Development Co., 125 E. Sunnyoak Avenue, <br />Campbell, for tentative tract map approval for approximately 11.17 acres, <br />located west of Freeway 680, opposite Pleasanton Canal. Mr. Castro stated <br />the staff could see no problems with the tentative tract map. Commissioner <br />Plato felt the most northerly street of the tract, however, was not wide enough <br />to meet traffic needs. Mr, Ted Fairfield, representing the applicant, stated <br />the road could only be widened if Mr. Kolb would dedicate some property for <br />this purpose. It was noted the Commission would have control over the tract <br />when it came before the Commission for final approval. Upon motion of <br />Commissioner Arnold, seconded by Commissioner Plato, the following Resolution <br />was adopted by uttanimous vote: <br />3. 5-22-68 <br />
