6a.) Z-68-31, Western Sierra Lumber Comaanv <br />Application for a Zoning Permit with Site Plan and Architectural Approval <br />to allow the construction of a retail-wholesale building materials yard, <br />located on Western Sierra Lumber Company land on Santa Rita Road. It was <br />noted by Mr. Castro that the parking area provided was adequate. Fence <br />or tree screening was suggested to separate Western Sierra Lumber Company <br />land from Valley Avenue. Mr. Walter Johnson Jr, was present and concurred <br />with the staff report and conditions. UPON MOTION OF COMMISSIONER GARRIGAN, <br />SECONDED BY COMMISSIONER GIBBS, AND CARRIED, IT WAS DETERMINED TO APPP.OVE <br />ZONING PERMIT 2-68-31 SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. That the permit is granted for the property as described in the application <br />and any attachments thereto, and as shown on the attached plan, labeled <br />Exhibit A, <br />2. That a precise landscaping plan showing size, materials, and locaticn be <br />submitted to this Department for approval. <br />3. That all street improvements be subject to approval of the Public Wcrks <br />Department, <br />4, That approval is conditionally granted pending the outcome of the City <br />Council's decision on the rezoning application RZ-67-14, rezoning of portions <br />in Annexation 49. <br />5. That the parking layout be revised to meet the parking requirements of <br />the Zoning Ordinance; that is 8 ft. 6 in, width of stalls by 19 ft. depth <br />be revised to 9 ft. width by 19 ft, depth. <br />6, That the number of tree wells be increased to add one more well at the <br />second row of parking from Valley Avenue and two more wells at the third row <br />of parking from Valley Avenue. <br />7, That all parking stalls adjoining landscaping be bumper stopped. <br />8. That paved areas shall have redwood screeds at all edges of landscaping <br />and unpaved areas. <br />9. That the applicant be held to the treatments as shown and delineated <br />on the elevations submitted. <br />10. That landscape screening be provided on the southerly property line <br />between Valley Avenue and Western Sierra Lumber Company. <br />11. That developer dedicate to the City, prior to issuance of a building <br />permit on this project, the necessary right-of-way along the entire Western <br />Sierra frontage of Santa Rita Road for the ultimate half-street width of <br />64 feet. This would be a 31 foot widening. <br />12, That developer agree to engineer and construct full street improvements, <br />as required by Ordinance No. 358, along the entire Western Sierra frontage <br />of Santa Rita Road within three years from date of approval of this <br />Zoning Permit application. <br />13. That developer construct street improvements, in accordance with <br />Ordinance No. 358, along the entire Valley Avenue frontage of Western <br />Sierra property in conjunction with the development of this proposed sales <br />building. Plans for these street improvements would need to be prepared by <br />a registered civil engineer and should be approved prior to issuance of a <br />building permit. Construction of the improvements should be completed and <br />accepted prior to occupancy of the building. <br />14. That a more precise drainage plan be developed and submitted for <br />approval prior to issuance of a building permit. Preparation of this drainage <br />plan would involve investigation of existing storm drain line in Valley <br />Avenue to determine if there is capacity for contemplated drainage into this <br />line. <br />15. That planter pockets be constructed in the sidewalk at approximately 40 <br />foot intervals. These would be staggered from front to back of sidewalk and <br />would be planted with street trees, specie to be determined by City, and then <br />filled with loose brick on a cushion of sand. An irrigation system with a <br />bubbler head at each tree should be included in the street improvements. <br />All of this work to be at developer's expense. <br />16. That parking areas be paved with 2" a,c. over 5" aggregate base in <br />accordance with the standards established by the City. <br />17, That existing 12" water main in Valley Avenue be extended across <br />remaining frontage of Western Sierra property at developer's expense. <br />18. That a sanitary sewer main be constructed in Valley Avenue to meet <br />the proposed development in Tract 2860. <br />19. That all applicable mutual benefit district and reimbursement agreement <br />fees be paid at the time of issuance of a building permit, <br />20. That the location of the easterly driveway be relocated, if necessary, <br />to align with the westerly driveway to the shopping center. <br />6c.) Z-68-32, East Bav Typewriter Comeany <br />Application of East Bay Typewriter Company, 5262 Crestline Way, for a <br />Zoning Permit for permission to operate a service, sales and rental of office <br />4• 6-12-68 <br />
