NEW BUSINESS <br />a. UP-68-6, South Bav Land Comoany <br />Application of South Bay Land Company, P. 0. Box 2383, La Puente, California, for <br />a Conditional Uae Permit to allow the construction of a trailer park containing <br />213 spaces, said property generally located on the north side of Vineyard Avenue. <br />Chairman Antonini opened the Public Hearing and Secretary Castro stated that the <br />Planning Commission was now reviewing and reapproving, so to speak, plans that were <br />submitted approximately a year ago when the site was known as Overpack's Trailer <br />Park. Mr. Castro explained the conditions of approval, that under Condition ~~4, <br />the development will be conditioned to provide fencing on the east and west property <br />lines. The total plan calls for some angle parking, some 90-degree parking and <br />some slight modification so as to work out a convenient parking arrangement. <br />Commissioner Arnold inquired about trailers for rental. Mr. Stacy, representing <br />South Bay Land Company, was present with Mr. John A. DeFalco, and explained the <br />new arrangement. No mobile homes will be rented after the park is built. Also, <br />no mobile homes will be admitted which are more than four years old at the time <br />the park is open for occupancy. <br />The applicants had a few questions. First, Condition 4k22. The applicant felt this <br />would be unfeasible and Mr. Castro advised that this arrangement would have to be <br />worked out with the Public Works Director. It was understood by Mr. Campbell that <br />Pacific Gas 6 Electric were going to put the overhead wooden pole for underground <br />utilities, but that the applicant would have to pay for this work. Second, it was <br />decided, after some discussion, to delete Condition ~k10, as it would be an incon- <br />venience to the majority of occupants of the mobile home parka, who are predominantly <br />senior citizens. Third, concerns Condition ~~16, referring to a central garbage <br />collection area. Mr. Stacy explained that there will be five block-wall and fenced-in <br />areas to hold the bulk garbage. This fenced-in area will contain approximately <br />10 cane and will be cleared away two to three times a week. Arrangements for this <br />will be made by the mobile home park. It is the applicant's intentions to prohibit <br />exterior garbage cans on the site. <br />There were several questions directed to Mr. Stacy from the audience: <br />1. Mr. Ted Lannin, Chairman of Special Subcommittee for the City Council Advisory <br />Committee on General Plan Review. <br />Mr. Lannin inquired whether an individual could purchase three or four mobile <br />homes and then rent them out independently. This is not permitted under the <br />State law. Mr. Lannin then observed that the average mobile home size of today <br />is 1500-2000 ft. This is subdivision size. And he felt it should be considered <br />as a subdivision. Mr. Campbell, Director of Public Works, stated that it will be <br />processed under the Subdivision Rulings in the new annexation agreement under <br />the RM District subject to Use Permit conditions. <br />2. Another gentleman by name of Mr. Sy Potts, inquired as to how many children this <br />mobile home park would generate into the school system. Chairman Antonini <br />stated that from observation and studies conducted, very few children are to be <br />found in this type of dwelling unit. Mr. Stacy stated that they were trying <br />to keep out the children, renting the spaces only to adults or taniitfes with <br />older children - Eighth Grade and up. <br />- 3 - <br />
