6. PUBLIC HEARINGS <br />NEW BUSINESS <br />a. RZ-68-11 E. G. Craig for Qualified Investors, Inc. <br />To rezone from an A (Agricultural) District to a C-N (Commercial Neighborhood) <br />District, P (Public and Institutional) District and an 0 (Office) District, that <br />property known as Lot 1039, Tract 2953, or more commonly known as the southwest <br />corner of Hopyard Road and Las Poaitas Boulevard containing approximately 5.2 acres. <br />Chairman Antonini opened the Public Hearing. Planning Director Castro explained the <br />staff report and illustrated his viewpoint on the map. He expressed concern for <br />expansion of the C-N District because of existing neighborhood commercial district <br />zoned across the street. It was the Planning Director's feeling that if the area <br />is to be further rezoned, it should be done under the P.U.D. However, it was <br />also his feeling that there is little that can be done with this piece of land. <br />The only types of uses would be institutional, medical facilities, which have some <br />demand. The balance of the land is either going to be tied in with the institutional <br />or with medical facilities and might prove to be larger than what the Commission <br />may want for this area because of another medical facility up on Valley Avenue <br />and Hopyard Road. <br />It is not uncommon to have light uses across the street like apartments or commercial <br />although there is a good spot there. This piece of land is divided in the following <br />way, 1.26 C-N District, 1.5 Professional Facilities and 2.3 for the Church site. <br />Commissioner Garrigan inquired if Las Poaitas Boulevard was four lanes or more. It <br />is six lanes. Commissioner Garrigan expressed concern because on the original <br />approval for a gas station, the Commission was apprehensive regarding the effect <br />of a gas station on the street circulation. With the added facilities, it may very <br />well compound the traffic problem. The Planning Director mentioned that there <br />have been discussions between Planning and Public Works regarding the probability <br />of reducing the six lanes down to four lanes. It might be possible to approve <br />only one lane for ingress and egress on Las Positas and Hopyard, and it is the <br />Planning Director's feeling that there are possibilities as far as circulation of <br />traffic is concerned. <br />Commissioner Arnold inquired after the study that was made regarding the three <br />shopping centers in which acreage needed was discussed and recommended for the <br />neighborhood shopping center. The three developers involved are Beaco, Mackay <br />Homes and D & V Builders. At that time, six to eight acres were recommended per <br />site. In comparison, the Amador Shopping Center has 8.9 acres, which will give <br />the Commissioners an idea of the size of the proposed shopping center contained <br />in this application. <br />Mr. E. G. Craig, the applicant, was present and had with him a slightly modified <br />drawing based on the Church site being present. He feels that a central C-N and 0 <br />area is almost academic until a tenant arrives to put in the type of business. He <br />explained his plan showed to the northeast a gas station, a take-out food service <br />and a neighborhood store. <br />He further explained that ingress and egress could be desirable if architecturally <br />planned. <br />Regarding the Church site, because of heavier traffic, Mr. Craig feels they could <br />volunteer additional land to provide some relief as far as heavy traffic is concerned. <br />Feels the Church is in a prime area because of roads on three sides with single <br />family housing around. The Planning Director wished to confirm that the 0 and C-N <br />District would be left optinal and received an affirmative reply. <br />A lengthy discussion was conducted between the Commissioners and Mr. Craig about <br />the feasibility of this type of development. <br />Chairman Antonini requested a traffic study from the Public Works Department and no <br />comments were forthcoming from the audience. <br />Upon motion of Chairman Antonini, seconded by Co~nisaioner Arnold, and carried, the <br />Public Hearing was closed. <br />- 3 - <br />
