City of Pleasanton
Municipal Facilities Miter Plan

4, Update the Inventon/ MaD of Current Park and Recreation ResourCef

Using available inventories, prepare descriptions and tables illustrating parks and
facilities currently available, including those of the City and other providers The City
(or school districts) will need to supply the Consultant with a detailed inventory of
school facilities and their availability for public use. Display existing and planned
park and recreation facilities and trails on a workinl~ map. Identify the existing
programs occurring in the parks and fadlities and review their attendance, types of
users, expressed demands and desires of partidpants, etc

5. Evaluate and Compare Pfeasanton's Park and Recreation Standards and Servi~e
Levels

Review the City's existing parks and recreation facilities classification system and any
applicable standards such as desired acres per 1,000 persons, service radius and
population sewed goals, development and design standards and other informal or
formal City standards.

Based on data available in our files and new research, we would investigate the
parks, facilities and service levels provided by other selected jurisdictions who are
"where Pleasanton might want to be" in the next 10 to 15 years. We would survey
at least 6-8 other municipalities or districts (such as Palo Alto, Sunnyvale, Visalia,
etc) identifying their total park acreages (and opulation), the types and quality of
parks and recreation radiities and programs offered (particularly community fadlities
such as pools, gyms, community centers, etc), their standards, their distribution of
facilities, their methods for locating and establishing new fadlities and other relevant
information. Prepare a matrix and brief written text to document this research and
assess how it may apply to Pleasanton.

6. Staff Interviews and Operations Review

We would interview key parks, planning and maintenance staff members to elicit
information, discuss future opportunities and needs and determine the constraints in
operating and maintaining the City's park and recreation system. Levels of staff and
general costs to operate and maintain radiities will be identified. Up to ten in-
person interviews have been budgeted.

7, Key Informant Telephone Interviews

Identify key community leaders and leaders of groups actively using facilities or
staff. These individua s (up to 443)
seeking new programs, in consultation with City I
would be contacted by telephone to elitit input on their needs, their opinions on
which areas and community interests are under served, and their desires for future
facilities.

8, Identify and Map Parks, Traii/Bikewav and Recreation O.o.Dortunities

Our strategy is to avoid detailed maps and text and instead focus immediately on
significant resources and their value for receation. The main work product from this
task would be a composite map identifying possible park or fadlity sites, open space
