Adiacency Ana/vs/s <br /> <br /> We will document the important and preferred adjacendes among the various <br /> departments and also the spedtic flow of material and work where that is <br /> quantifiable, We will identify workflow, material flow, the potential for shared use of <br /> equipment and the functional efficiency of relationships among the various <br /> department, This will serve as the basis for identifying fixed Iocational needs, <br /> determining who must be co-located in the same building and making space <br /> assignments in later tasks, <br /> <br /> We will be particularly concerned with identifying the need for the same floor and <br /> same building assignment of various sub-divisions within large groups, This will <br /> b in to suggest certain minimum preferred floor sizes in any new construction, We <br /> °wie~l devetop a list of mandatory, preferred and desirable adjacency and Iocational <br /> considerations for all occupants. We will hi hlight those relationships that seem to <br /> indicate requirements for a ground floor or ~igh access location, <br /> <br />5. Review Meeting and Ap.DrOvai <br /> <br /> We will review the results of this phase with City management, and document all <br /> present and future personnel and space requirements for each department, included <br /> in this study. City approval of the included projections and other program <br /> requirements will be required prior to commencement of Phase IV, <br /> <br />PHASE III- PROGRAMMING - HEALTH AND HUMAN SERVICES AND CULTURAL AND <br /> ARTS ACTIVITIES <br /> <br />As stated in the introduction, cities are increasingly becoming either proriders or <br />supporters (through subsidy funding or providing fadlities) for health care, human services, <br />and cultural and arts activities. The types and levels of such activities, and in tum, fadlities <br />that are provided by a particular city, becomes an issue of priorities and funding capability. <br />Projection of such activities is more difficult than traditional munidpal services such as <br />police, fire and libraries These services are defined to a great extent by national and state <br />standards. The level of health care, human services, and cultural activities that are <br />provided are instead, tied to a city's perception of what is needed and what it's role is in <br />meeting that need. This perception may be dramatically different from one 'dty to another. <br />This perception will also vary in one community over time as it grows. In developing a <br />master plan for these services for the City of Pleasanton, the consultant will complete the <br />following tasks: <br /> <br />1. Existfn_g ~m Inventon/ and Descr(otiqn <br /> Based on the information obtained in Phase I, the consultant will prepare a detailed <br /> inventory of both City operated and non-profit or community operated health cam, <br /> human services, and cultural and arts activities Site visits will be conducted and <br /> existing fadlities described. This will form the existing baseline of services <br /> <br /> Pa~e 6 <br /> <br /> <br />
