Sen/ices, and Facilities Reouirements <br /> <br /> The development of present and future radiities requirements beyond the baseline <br /> for health care, human services, and cultural and art activities must be predicated <br /> on a) statistically based needs assessment, b) comparisons with similar communities, <br /> and c) from perceived needs of the City, community o anizations and interest <br /> groups. Tasks 3 and 4 describe the consultants approach r~oar the latter two factors. <br /> This task will include identification of specific segments of the community, and <br /> definition of services and the facilities needed to accommodate health care and <br /> human services requirements of those roups. This process will include use of the <br /> statistical data collected in Phase I to idge~ntify senior dtizens, physically and mentally <br /> disabled persons, single parents, low income families, and other similar groups <br /> requiring specialized services and housing. It is recognized that the lack of available <br /> services presently may mean certain segments in the existing population are not able <br /> to live in Pleasanton and so are being served elsewhere. The consultant will make <br /> adjustments for this factor based on work completed in tasks 3 and 4. <br /> <br /> The results of this statistical analysis will be translated into a program and service <br /> I <br /> requirement statement. This requirement wil be projected into the future based on <br /> overall City population projections The requirement will be translated into fadlities <br /> and area requirements as detailed in Task 5. <br /> <br />3. Develop Comparable Communities Criteria <br /> <br /> Working with the City staff, and using available economic and demographic data, <br /> the consultant will identify municipalities which are of size, economic and <br /> demographic character and with a social make-up similar to what is projected for <br /> the City of Pleasanton. These will form the comparable communities baseline. The <br /> consultant will survey these cities through site visits, gathering of budget documents, <br /> and interviews to develop a matrix of services either provided directly or support, <br /> specifically by provision of facilities or areas. The consultant will identify programs <br /> and services which appear to be applicable to the City of Pleasanton, either in the <br /> near future or for a long range future. The level of service or the types of programs <br /> will be correlated to type and size of facilities and areas. <br /> <br />4. ~tv of Pfeasanton Sun/ev <br /> <br /> At the time the consultant is developing the comparable community matrix, we will <br /> be suweying existing community groups and organizations relative to future <br /> f <br /> programs, perceived needs, and potential re-direction or re-orientation o services. <br /> This survey will be conducted by developing a series of planning scenarios which <br /> describe the City of Pleasanton at three to four future periods which correlate to the <br /> projected size and social and demographic make-up of the City. This information <br /> will be prioritized and phased based on the proposed timing of the planning <br /> scenarios. It will also be important to identify what services are most effectively <br /> provided on a regional basis This will include defining each segment of the client <br /> population and the potential region service delivery agency. <br /> <br /> Pa~ 7 <br /> <br /> <br />
