Faqili~/ InventoN and Site Visits <br /> <br /> We will document in a comprehensive fadlity inventory, all existing fadlities occupied <br /> by the included City government agendes, their net and gross area, number of <br /> departments and o anizationai units assigned to each adlity, and total departmental <br /> staff levels in each r~dlity. Any current space f <br /> deficiendes, space surpluses or space <br /> inefficiencies will be noted. In the analysis of the City Hall, we will review the <br /> Richard Sampson and Associates plan. <br /> <br /> We will visit all City facilities and develop profile statements for each spedtic facility. <br /> Where appropriate we will visit non-city facilities which house programs or services <br /> which may be incorporated into future Cit~ fadlities. These may include day care <br /> centers, senior activity centers, non-profit ealth service and clinics, etc <br /> <br />4. Statistical and DemoeraDhic Analysis <br /> <br /> We will assemble and review all available demographic data pertinent to the study. <br /> From this data, we will identify correlations between historical sewices levels and <br /> relevant demographic data. We will develop a correlation that can then be applied <br /> to future population projections to estimate service level activities and facility <br /> requirements. We will attempt to desegregate from the demographic statistics <br /> specific groups requiring specialized services including active and medically involved <br /> seniors, teenagers, the physically and mentally disabled, etc <br /> <br />5. Intervfew~ and Data Collection <br /> <br /> In developing government fadlity requirements we will conduct interviews with <br /> department and division supervisors to secure necessary facilities programming <br /> information relative to operational projections, adjacencies and specific area <br /> requirements for all personnel, equipment, special areas and spedal use facilities. <br /> We will incorporate the Richard Sampson Planning Program in this process and <br /> expand on it, if required. <br /> <br /> Special area requirements for data processing, filing, copyin reception, storage, <br /> conference, and other activities uniquely associated with ea~'; department will be <br /> enumerated. During the interview proc~s, spedtic discussions will also be <br /> conducted relative to personnel and material flow, both within each department or <br /> work unit and among other departments. We will also collect data regarding parking <br /> requirements for City vehicles, employees and public visitors. <br /> <br />6. ODerations Analysis <br /> <br /> It is envisioned that certain program, organizational and operational changes may <br /> be contemplated in the future. Changing work methods, new programs and services <br /> and organizational realignments must be identified if they are to be incorporated into <br /> building and site master planning concepts. Of particular importance will be the <br /> incorporation of office automation, communications and data transmission equipment, <br /> and other "hardware oriented" items into the projection of future activity levels and <br /> operational methods. <br /> <br /> <br />
