CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 89-493 <br /> <br /> RESOLUTION CLARIFYING AND AUTHORIZING <br /> CITY COUNCILMEMBERS' ELIGIBILITY FOR <br /> CERTAIN HEALTH AND WELFARE BENEFITS <br /> <br />WHEREAS, Section 36516 of the Government Code permits a City <br /> to pay retirement and health and welfare benefits <br /> on behalf of City Councilmembers without such <br /> amounts being included for purposes of determining <br /> a Councilmember's salary pursuant to said section; <br /> and <br /> <br />WHEREAS, it has been the policy of the City for some time to <br /> provide and pay for certain retirement and health <br /> and welfare benefits for Councilmembers, but said <br /> policy has never been in written form; and <br /> <br />WHEREAS, such benefits need to be defined so that problems <br /> as to coverage will not occur in the future; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: Individual members of the City Council may elect <br /> the following health and welfare benefits: <br /> <br />A. Medical Insurance <br /> <br /> 1. City Councilmembers and their eligible dependents <br /> shall be offered enrollment in any one of the <br /> following three health plans: Blue Cross, Kaiser <br /> S-l, or Foundation Health Plan. The total monthly <br /> premium of the health plan selected shall be paid <br /> by the City. <br /> <br /> 2. For City Councilmembers who retire from service and <br /> are members of the Public Employees Retirement <br /> System, the City shall pay for each year of service <br /> four percent (4%) of the monthly premium for <br /> employee and one dependent of the City's current <br /> Kaiser S-1 Health Plan coverage, except that when a <br /> Councilmember retires from the City with at least <br /> ten (10) years of City service, the City's minimum <br /> contribution made on his/her behalf shall be at <br /> least 75% of the applicable Kaiser two-party <br /> monthly premium. <br /> <br /> Upon qualifying for and receiving Parts A and B of <br /> Medicare, the City shall not be obligated to <br /> contribute a monthly amount in excess of the <br /> monthly premium for the Kaiser S-1 supplement to <br /> <br /> <br />
