B. ROLE/RESPONSIBILITY OF EDEN HOUSING, INC. (OWNER) AND RELATION AND <br /> DELEGATION OF AUTHORITY TO EHI P~OPERTY MANAGEMENT SERVICES. INC..(AGENT). <br /> <br /> 1. It shall be the Owner's and City's responsibility to establish the <br /> general policies under which the Development will operate. The general <br /> policies must be approved by the City. The Agent shall implement and carry out <br /> the policies in accordance with this Management Plan, the approved Budgets and <br /> Management Agreement. <br /> <br /> 2. The Owner and City will monitor the activities of the Agent to insure <br /> that the Owner's and City-approved policies are being implemented in accordance <br /> with this Management Plan, the approved Budgets and the Management Agreement. <br /> Owner will also review general policies, as necessary, and make written <br /> revisions when policy changes approved by the City are made. The Owner will <br /> review and approve all operating budgets, non-budgeted expenditures, rental <br /> rate changes, service contracts, insurance, renewals and claims and monthly <br /> financial reports. <br /> <br /> 3. The Agent shall be responsible for the day-to-day operations of the <br /> Development. The Agent's responsibilities include, but are not limited to, the <br /> following: <br /> <br /> -Development staffing <br /> -Development maintenance and repairs <br /> -Rent collection and banking <br /> -Maintaining accounting records <br /> -Tenant relations <br /> -Social services <br /> -Carrying out the admission and occupancy policies. <br /> <br /> 4. The Agent shall direct and supervise Development staff, and shall make <br />Development inspections on a not less than monthly basis. <br /> <br /> 5. The Owner, City and Agent will meet at least monthly or more often if <br />conditions require. Owner's Executive Director or Project Developer will act <br />as a contact person for the Owner. <br /> <br /> 6. It shall not be necessary for the Owner to issue instructions directly <br />to any on-site personnel. Any such instructions shall be given to the Agent, <br />who shall then instruct the proper staff person on site. It is understood that <br />the Owner and City has the primary responsibility for the general policy of the <br />Development, and the Agent has the primary responsibility for the day-to-day <br />operations of the Development. <br /> <br /> 7. The Agent shall be compensated for its management services out of the <br />Operating Account. The compensation and terms shall be made part of the <br />Management Agreement. <br /> <br />C. PERSONNEL AND STAFF POLICY. <br /> <br /> The following general staff requirements have been established by the <br />Owner.
