EXHIBIT "A" <br /> <br /> MANAGEMENT PLAN <br /> SPECIFIC MANAGEMENT AND MAINTENANCE SERVICES <br /> RIDGE VIEW COMMONS <br /> PLEASANTON, CALIFORNIA <br /> <br /> The following policies have been established for the management and <br />maintenance of Ridge View Commons (the "Development"). Prior to implementation <br />of this Management Plan and any a~endments, the City of Pleasanton ("City") ~nd <br />California Housing Finance Agency ("CHFA") shall have approved the Plan and any <br />amendments, which approval ~hall be evidenced on the signature page. Any <br />amendments to or changes of this Plan shall also be approved by the City. <br /> <br />A. RIDGE VIEW COMMONS BOARD OF COMMISSIONERS: <br /> <br /> 1. The City Council may establish a Ridge View Commons Board of <br />Commissioners (the "Commission") for the purpose of reviewing all aspects of <br />this Management Plan and the Development. The Commission shall be comprised of <br />five members selected by the City Council. The term of the Commissioners shall <br />be established by the City Council. <br /> <br /> 2. The Commission shall meet on a regular basis to review Development <br />activities including but not limited to: <br /> <br /> a. Approval of the annual operating budget. <br /> b. All financial reports. <br /> c. Development repairs and maintenance. <br /> d. Tenant and contractor disputes and relations. <br /> e. House rules. <br /> f. Available social services. <br /> g. Accounting records. <br /> h. Development rental rates. <br /> i. Annual income rates and/or adjustments. <br /> j. Development expenditures. <br /> <br />3. The Agent and the Owner shall provide the Commission with reports <br />requested by the Commission and shall attend the regular meetings of the <br />Commission. <br /> <br /> 4. Unless otherwise directed by the City Council, the Commission shall <br />have the authority to act as the City's designated agent and shall be entitled <br />to all rights, privileges and responsibilities as set forth in this Management <br />Plan. <br /> <br /> 5.
