EXHIBIT "A" MANAGEMENT PLAN SPECIFIC MANAGEMENT AND MAINTENANCE SERVICES RIDGE VIEW COMMONS PLEASANTON, CALIFORNIA The following policies have been established for the management and maintenance of Ridge View Commons (the "Development"). Prior to implementation of this Management Plan and any a~endments, the City of Pleasanton ("City") ~nd California Housing Finance Agency ("CHFA") shall have approved the Plan and any amendments, which approval ~hall be evidenced on the signature page. Any amendments to or changes of this Plan shall also be approved by the City. A. RIDGE VIEW COMMONS BOARD OF COMMISSIONERS: 1. The City Council may establish a Ridge View Commons Board of Commissioners (the "Commission") for the purpose of reviewing all aspects of this Management Plan and the Development. The Commission shall be comprised of five members selected by the City Council. The term of the Commissioners shall be established by the City Council. 2. The Commission shall meet on a regular basis to review Development activities including but not limited to: a. Approval of the annual operating budget. b. All financial reports. c. Development repairs and maintenance. d. Tenant and contractor disputes and relations. e. House rules. f. Available social services. g. Accounting records. h. Development rental rates. i. Annual income rates and/or adjustments. j. Development expenditures. 3. The Agent and the Owner shall provide the Commission with reports requested by the Commission and shall attend the regular meetings of the Commission. 4. Unless otherwise directed by the City Council, the Commission shall have the authority to act as the City's designated agent and shall be entitled to all rights, privileges and responsibilities as set forth in this Management Plan. 5. References in this Management Plan to the "City" shall include the City Council, City Staff or the Commission. 18:Mgmtplan. EHI 1 rev 10/27/89
