Implications of these conditions will be summarized and alternative options for <br />the planning area boundary, including those provided in the Land Planning Consultants' <br />alternatives, will be evaluated. <br /> <br />Task 3: Draft Snecific Plan and Draft EIR <br /> <br />Two documents will be prepared as a part of this task, the Specific Plan and an accompanying <br />EIR. The Specific Plan will provide sufficient guidance to prospective developers to allow them <br />to proceed to development and finance planning. The EIR will contain the majority of the <br />technical information relative to environmental conditions and potential impacts. It is assumed <br />that mitigation measures identified during the environmental assessment process will be <br />incorporated into the Specific Plan as design standards. Both documents will be provided in 8 1/2" <br />x 11" camera-ready format, in addition to the number of copies specified below. <br /> <br />A. Draft SPecific Plan. An Administrative Draft Specific Plan will first be prepared which will <br />provide both overall concept plans for land use, traffic circulation, flood control and utilities, and <br />design standards or guidelines for implementation of these plans. Implementation and financing <br />strategies will also be provided. Following review by City staff, the report will be revised into a <br />Draft Specific Plan suitable for public review. Fifty (50) copies of the report will be provided. <br /> <br />The Specific Plan will address the following issues: <br /> Land U~¢ <br /> <br /> · Plan area boundaries and strategies for annexation. <br /> <br /> · Consistency with the General Plan. <br /> <br /> · Appropriate land use patterns and land use designations. <br /> <br /> · Standards for an Agricultural PUD designation aimed at preserving the rural <br /> character and lifestyle of the area along Sycamore Road. <br /> <br /> · Design guidelines for siting residential development, to provide consistency <br /> between the existing and proposed subdivisions, considering the activities and <br /> needs of the proposed elementary school, and providing buffers between rural <br /> residential and suburban residential uses. <br /> <br /> Circulation <br /> <br /> · The ultimate roadway network, including new roads, realignment of Sycamore <br /> Road, connections with existing streets, and locations for connections with <br /> future subdivisions. <br /> <br /> · Street cross-sections and landscaping guidelines. <br /> <br /> Storm Drainaize and Flood Control <br /> <br /> · Appropriate piped or open channel improvements to adequately contain peak flows. <br /> <br /> · Guidelines and performance standards for preferred channel cross-sections <br /> and consistent drainage improvements throughout the study area. <br /> <br /> · Strategies for making the storm drainage system an amentity, if technically <br /> feasible. <br /> <br /> <br />
