North Sycamore Specific Plan and EIR Brady and Associates, Inc. <br />City of Pleasanton Scope of Services <br />October 3, 1989 Page I <br /> <br />EXHIBIT A: SCOPE OF SERVICES <br /> <br />The following six tasks will be undertaken by the Brady and Associates consultant team <br />to prepare a Specific Plan and EIR which will guide annexation and development of the <br />approximately 125 acre North Sycamore Area. This scope of services is based on the issues <br />identified in the Planning Department's draft scope of services memorandum and on a site visit <br />with staff. <br /> <br />Task h ProJect Initiation <br /> <br />A. Staff Scooinl Session. If necessary, Brady and Associates staff will meet with City of <br />Pleasanton staff to further define and refine the scope of services. <br /> <br />B. Data Gatherinl. Existing and available relevant data will be collected and evaluated. <br />Technical background reports and full size maps of the alternatives prepared by the Land Planning <br />Consultants team would be requested. City of Pleasanton general plan and zoning regulations, <br />PUD standards for the adjacent subdivisions and/or recently approved subdivisions, plans for any <br />nearby proposed projects, street development standards, any available data on storm water flows <br />and utility locations and conditions, and the School District *Long Range Development Plan* <br />would be requested. <br /> <br />C. Base May Preparation. Two basemaps of the study area will be prepared. One will be of a <br />scale suitable for public meeting presentations. A second will be at 8 1/2 x l l" for report <br />mapping. Existing, available City of Pleasanton and Alameda County basemaps will be used as a <br />basis for these maps. <br /> <br />Task 2: Backeround RePorts for the Citizen's Committee <br /> <br />In order to provide sufficient information to the Citizen's Committee to allow them to further <br />define and resolve planning issues in the area and to select and/or develop a Preferred Land <br />Use/Circulation Alternative, technical background reports will be prepared. These memorandums <br />will focus on existing conditions and provide conclusions relative to opportunties and constraints <br />of site development and the previously prepared alternatives. <br /> <br />A. Traffic and Circulation. The circulation alternatives prepared by Land Planning Consultants <br />will be evaluated to determine their relative impacts on the following streets: Sycamore Road, <br />Independence Drive, San Antonio Street and San Carlos Way. New traffic counts will be <br />performed at one location on each street to determine existing traffic volumes. Ballpark estimates <br />of projected average daily traffic volumes and percentage. of volumes allocated to each street, will <br />be prepared for each circulation alternative. Additional traffic from proposed projects, such as <br />Lund Ranch II), will be factored into the analysis. The relative advantages and disadvantages of <br />each alternative will be documented. <br /> <br />B. Flood Control anti PUblic Utilities. McGill, Martin, Self will gather and review existing data <br />relative to storm drainage, sewer and water conditions in the study area. Based on this <br />information opportunities and constraints to development in the area will be identified, including <br />the pros and cons of constructing a piped storm drainage system through the area or whether an <br />improved open channel design is feasible. <br /> <br />(~. Land Use and Plannini Area Boundary. In order to provide the Citizen's Committee with <br />sufficient information to establish the finalized specific planning area boundary, data will be <br />gathered on existing land use and land ownership patterns, proposed projects in the vicinity of the <br />site that may affect future annexation procedures, the school district service area and other service <br /> <br /> <br />
