Councilmember McGovern asked that during peak hour time, did the possibility exist if we really <br />wanted to try and move traffic in a much more advantageous way. City Manager Fialho said if it <br />was a priority they would incorporate that staffing increase into the City’s operating budget. <br /> <br />Councilmember McGovern said she was also looking at the downtown and said some of that <br />delay is over 3 minutes at certain intersections. She was worried about the queuing on Main <br />Street and how it will fill up different intersections and there could be a point when we’ve <br />saturated our downtown so much that we will reduce the number of people who want to come <br />down there because the traffic is backed up. She asked if we thought about looking at a <br />maximum amount of delay time that we would think we should have in the downtown, such that <br />we do not reduce people coming into the downtown because they cannot move. <br /> <br />City Manager Fialho said he thought the only way you could accommodate that, because <br />vehicles are still trying to come in, would be to require major infrastructure improvements to the <br />downtown and this was not something we want to facilitate. He felt the best thing we can do is <br />synchronize our traffic signals and do the best we can to facilitate traffic through the downtown. <br /> <br />Mr. Tassano said there comes a time in signal timing where you have every approach that once <br />you reach E and F, every approach has delay and no amount of signal time is going to end the <br />fact that you cannot get that many cars through the capacity at that intersection. So at some <br />time, capacity improvements have to be done. There are some significant restrictions in the <br />downtown to improve those capacity locations and staff would start to look at how we improve <br />some other locations around the downtown. Similarly, when we look at our arterial progression, <br />as we reach capacity you can have a perfect signal timing but if it looks like First Street in the <br />morning where your capacity is not there, it doesn’t matter how long the lights are left green, not <br />everyone is served through those intersections. <br /> <br />Councilmember McGovern said she has never heard that Hacienda Business Park between <br />now and 2030 was going to grow by 55%, and she felt this was a lot. Ms. Stern said Kim Sterner <br />was referring to trips related to office development throughout the City at 55% and not just <br />Hacienda. Councilmember McGovern asked if Hacienda Business Park was looked at to <br />determine what its growth was supposed to be just in that area. Ms. Stern said they do have <br />the data to be able to do this, but she was not sure it could be pulled up or not. Councilmember <br />McGovern said when she is making a land use decision this would be an important issue for her <br />as well as understanding exactly what type of growth is expected there over and above housing. <br /> <br />City Manager Fialho said by way of development agreement for the Hacienda Business Park, <br />the City has committed to a level of commercial office and industrial growth inside the business <br />park. This general plan also takes comparable land use patterns and applies it that we see <br />today in the business park and we generally apply it to the east side. The Council might find <br />that it does not want that kind of commercial office and industrial density in the future and <br />anything that is taken off from the east side would improve the bottom line. <br /> <br />Councilmember Cook-Kallio said Hacienda has an agreement that already states that more <br />development could occur there and she confirmed that with City Manager Fialho. He noted that <br />the City would, overtime, be approached by the business park to look at redevelopment <br />opportunities. He said the AT&T complex comprises of a lot of open space and parking and is a <br />generally under-utilized site, and there have been discussions about adding another office <br />complex or hotel to that campus. <br /> <br /> <br />Workshop Minutes 14 April 24, 2007 <br /> <br /> <br /> <br />
