process where they did not want to model that as part of the regional exercise because we <br />thought at the time it would be coming out of the General Plan. <br /> <br />Commissioner O’Connor asked if we were not including the westbound HOV/I-580 in this <br />modeling, and City Manager Fialho said he is correct; it is not included in this 2030 model. We <br />just learned less than four weeks ago that it was funded. Mayor Hosterman said the voters of <br />California just voted to approve tremendous amounts of bond monies for transportation issues. <br />Northern California got a good chunk of that. Timing is actually linked to the funding and when <br />we appropriate a certain amount for a particular project, in order to secure it, that project must <br />be started on a certain date. City Manager Fialho said in 2011 it must be under construction. <br /> <br />Mayor Hosterman said what happens when the money comes from the federal and state <br />government, it filters through MTC and then to individual counties, or Alameda County <br />Congestion Management Agency. Then we have the opportunity to determine how to spend <br />what monies we get. <br /> <br />Councilmember McGovern asked how often a City reviews it’s General Plan and update it, and <br />Ms. Stern said it can vary. Pleasanton reviews it every 10 years but it could be up to 15 to 18 <br />years. Councilmember McGovern said we know that in 2030 there could be 2 to 3 additional <br />General Plan reviews done by the cities we are looking at to do the traffic models. At those <br />times, they can choose if they want to increase the amount of housing that they are going to <br />build, increase commercial development, so we know that when they review their general plans <br />between now and 2030, there will be changes made in those areas. <br /> <br />Councilmember McGovern said she was at a meeting looking at the West BART station and <br />there was discussion at the time about how San Ramon gets to the freeways. San Ramon gets <br />to the freeways either by Bollinger or by Tassajara. Tassajara meets Santa Rita and she asked <br />if we looked at the impact that San Ramon and its growth will do to Pleasanton. Mr. Tassano <br />said staff does look at regional impacts through the MTC model as well as the CCTA model to <br />make sure our input is coming into the Pleasanton model, tri-valley uses are incorporated into <br />there and it includes San Ramon. <br /> <br />Councilmember McGovern said she has not seen San Ramon’s general plan and was not sure <br />what their development is supposed to be at build-out, but if Bollinger and Tassajara was the <br />way to get on the freeway, there is a lot of traffic. Ms. Sterner said Tassajara is at capacity in <br />the AM and PM peak hour. <br /> <br />Councilmember McGovern said when she looks at the report, she thinks about what kinds of <br />improvements could be done in the interim and the next general plan. Trying to move traffic the <br />best it can be moved within the community. We still have not talked about traffic light <br />synchronization and we have not talked about whether or not we have the ability to look at real <br />life situations on the monitoring in our city and hire someone to help move that traffic by <br />changing the lights at a real life time, and asked if we had that capacity. Mr. Tassano said we <br />have the ability to synchronize our signals. No one except the Bay Bridge metering actually has <br />a person there anymore unless there is a major event, such as the San Jose Sharks game <br />when it lets out. The city will have a person who adjusts the traffic flow and the bridge metering <br />on the Bay Bridge is still done by a person. Most others will just use a fixed time or semi- <br />actuator or full-actuated signal system that provides for main streets and “x” amount of times. <br />Councilmember Sullivan felt the City has that capacity to do that if we wanted to. <br /> <br /> <br />Workshop Minutes 13 April 24, 2007 <br /> <br /> <br /> <br />
