facilities, roadways, and water and sewer infrastructure. The table included on page 17 reflects the <br />allocation of projects based on type of project. As noted on the table, with the exception of the CIPR, <br />the majority of funding in the CIP is directed to maintenance/improvement projects. <br />Another significant change to this CIP relates to the full incorporation and utilization of the CIPR that <br />was approved by the City Council as part of the 2006-07 CIP Mid-Term. Previously, the City often <br />funded large capital community oriented projects through numerous annual allocations to a project <br />reserve fund which overtime, became sufficient to fund the entire project. This process worked well and <br />helped fund such important projects as the Veteran's Memorial Building, Fire Headquarters, Fire Station <br />#4 and the Alviso Adobe park to name a few. Notwithstanding the success of this approach, it was <br />limited in terms of allocating significant sums of funding to particular project or projects that the <br />Council determined to be the highest priority at a given time. <br />To address this situation the Council approved the creation of the CIPR which is a funding reserve <br />available to address priority CIP projects. As a result, this CIP does not contain reserve projects funded <br />by General Fund CIP revenue, as has been the case previously. Listed below is the estimated CIPR <br />allocations and balances included in the CIP. <br />ESTIMATED CAPITAL IMPROVEMENT PROGRAM RESERVE (CIPR) FUNDING <br />Current Balance Est. 2007-08 Est. 2008-09 Est. 2009-10 Est. 2010-2011 Est. As an example, the Council will use the Alviso Adobe Community Park Reserve to <br />meet all or a portion of the costs for this project once bids are obtained. Additional funding, if required <br />would be available using the CIPR.
