The south side of <br />Stanley Boulevard east of Valley Avenue and Bernal Avenue south of Stanley <br />Boulevard must be widened to receive the additional lanes. After implementation <br />of the mitigation measure, the intersection would operate at LOS B during the AM <br />peak hour and LOS C during the PM peak hour. <br />Proposed Project Mitigation Measure -The project shall pay its fair share of the cost <br />for the improvement cited in Mitigation 1. <br />Level of significance after mitigation: Less than significant. <br />Impact 2: The Ruby Hill conversion project would add trips to the intersection of <br />Stanley Boulevard & Valley Avenue, which would already be operating at <br />unacceptable levels of service under Cumulative condition. <br />Mitigation 2: Construct a westbound free right-turn lane (previously conditioned <br />by Ponderosa Homes), convert the eastbound right-turn lane into a shared <br />through/right-lane, and add a second northbound left-turn lane.
