PUD-93-02-09M <br />2001 Ruby Hill Boulevard <br />are used to forecast near term traffic conditions. Generation of future traffic volumes is based on <br />information contained in the City's Baseline Approved land use database, which is typically updated <br />annually to include current approvals and to delete approved projects that have been constructed and <br />occupied. Build-out projects consist of development that have not received final plan approval from the <br />City but have been identified to be completed in the long term with the build out of the General Plan. <br />Standards of Significance <br />For purposes of this environmental document, an impact is considered significant if the proposed project <br />would: <br />• Result in reducing the Level of Service from D to E or worse. <br /> Less Than <br /> Significant <br /> Potentially With Less Than <br /> Significant Mitigation Significant No <br />Issues Impact Incorporated Impact Impact <br />Transaortation and Traffic <br />Would the project: <br />a) Cause an increase in traffic which is substantial in ~ ~ X^ <br />relation to the existing traffic load and capacity of the <br />street system (i.e., result in a substantial increase in <br />either the number of vehicle trips, the volume to <br />capacity ratio on roads, or congestion at <br />intersections)? <br />b) Exceed, either individually or cumulatively, a ~ ~ X^ <br /> level of service standard established by the county <br /> congestion management agency for designated <br /> roads or highways? <br />c) Result in a change in air traffic patterns, including <br /> either an increase in traffic levels or a change in <br /> location that results in substantial safety risks? <br />d) Substantially increase hazards due to a design ~ ~ ^X <br /> feature (e.g., sharp curves or dangerous <br /> intersections) or incompatible uses (e.g., farm <br /> equipment)? <br />e) Result in inadequate emergency access? ~ ~ ^X <br />f) Result in inadequate parking capacity? <br />g) Conflict with adopted policies, plans, or programs <br /> supporting alternative transportation (e.g., bus <br /> turnouts, bicycle racks)? <br />26 <br />
