PUD-93-02-09M 2001 Ruby Hill Boulevard Project. A discussion follows each environmental issue identified in the checklist. Included in each discussion are project specific mitigations, which have been incorporated into the project design as a part of the Proposed Project. For this project, the following designations are used: Potentially Significant Impact: An impact that could be significant and for which no mitigation has been identified. If any potentially significant impacts are identified, an EIR must be prepared. Less Than Significant With Mitigation Incorporated: An impact that requires mitigation to reduce the impact to aless-than-significant level. Less Than Significant: Any impact that would not be considered significant under CEQA relative to existing standards. No Impact: Any impact that does not apply to the project 1. AESTHETICS Environmental Setting The project site is currently occupied by asingle-family residence, three accessory buildings, and vineyards. The site is bounded bysingle-family residential and agricultural uses. Standards of Significance For purposes of this environmental document, an impact is considered significant if the proposed project would: • Substantially alter or degrade the existing visual character or quality of the project site; • Have a substantial effect on a scenic resource; or, • Substantially increase light or glare in the project site or vicinity which would adversely affect day or night time views.
