43. All backflow prevention devices, above ground irrigation controls, and above ground irrigation meters shall be located and screened so as to minimize visual impacts. The location(s) of these items and the quantity and type of proposed landscape screening shall be subject to the review and approval of the Planning Director prior to installation. Only modular newspaper dispensers accommodating more than one newspaper shall be allowed outside of buildings within the development. The Planning Director shall approve the design of these dispensers. Dispensers within the public right-of-way shall require an encroachment permit by the Engineering Division. Landscaping and Irrigation System Design and Operation: 45. The project developer or the property owners' association shall enter into an agreement with the City, approved by the City Attorney, which guarantees that all landscaping and open space areas included in this project will be maintained at all times in a manner consistent with the approved landscape plan for this development. Said agreement shall run with the land for the duration of the existence of the structures located on the subject property. 46. Six-inch vertical concrete curbs shall be installed between all paved and landscaped areas. 47. The project developer shall provide root control barriers and four inch perforated pipes for parking lot trees, street trees, and trees in planting areas less than ten- feet in width, as determined necessary by the Planning Director at the time of review of the final landscape plans. 48. Prior to occupancy, the landscape architect shall certify in writing to the Planning Director that the landscaping has been installed in accordance with the approved landscape and irrigation plans with respect to size, number, and species of plants and overall design concept. 49. The project developer shall adjust the sprinkler heads to redirect the water away from the monument sign while ensuring complete irrigation coverage of the landscaping around the sign. All landscaping around the sign shall be restored after installation of the sign and prior to final of the sign permit. Page 11 of 21
