OSC shall %ccept for disposal at Altamont Landfill only Conira Costa <br /> County MS~ which is contained in solid waste transfer vehicles origi- <br /> nating at the Acme Fill Transfer Station (interim or permanent). <br /> <br /> The approach route from Contra Costa County shall be by way of 1-680 <br /> to 1-580 =o Soughfront Road to Greenvllle Road to Altamont Pass Road. <br /> The departure route from Altamont Landfill shall be by way of Altamont <br /> Pass Road to Northfront Road to 1-580 to 1-680. <br /> <br /> At a future Gate within ~he ~wo year import period, OSC may propose <br /> to accept containerized MS~ at Altamont Landfill ~hat is delivered by <br /> specially-designed transfer vehicles. The transfer vehicles would <br /> collect the contained MSW at a facllity(ies) in Conira Costa County. <br /> That facility(ies)s in turn, would receive t/xe contained MSW from <br /> speci~lly-designed route collection vehicles that would serve one or <br /> more of the followin~ cities: Danvilles Walnut Creeks Lafayette ann <br /> unlncorporated areas franchised by the Central Conira Costa County <br /> Sanitary District. The proposal woula reauce truck-related impacts by. <br /> eliminatin~ direct-haul of collection vehicles to Acme Fill Transfer <br /> Station and by shortening the distance travelled by transfer vehicles <br /> to/from Altamont Landfill. <br /> <br /> Also at a future date within t/~e ~wo year period, 0SC may propose to <br /> accept MSW at Altamont Landfill that is deliverea by transfer vehicles <br /> t/lat originate at a transfer station(s) in Contra Costa other than <br /> ~he Acma Fill Transfer Station. Only MSW which originates from the <br /> wasteshed defined in Measure 2 of this Initial Study could be accepted <br /> at Alramont Landfill from ~his possible new transfer station. <br /> <br /> The Alameda County Zoning Administrator and Waste Management Authority <br /> will consider ~roposals for MS~ originsting from a containerized waste <br /> transfer point or from transfer stations other than Acme Fill Transfer <br /> Station if said facllity(les) has received all required land use <br /> permits from the affected local Jurisdiction(s) in Conira Costa County <br /> and is included in ~he Contra Costa County Solid Waste Management Plan <br /> (as required by State codes). The proposed facility operations shall <br /> have no significant impact on adjacent land uses, shall result in no <br /> significant reduction in level of service on any road or result in a <br /> si~nfficant negative impact on roadway condition, vectorsj odors, air <br /> pollution~ noise or landfill operations. The proposal shall have no <br /> negative effects on mitigation measures specified herein. Further J in <br /> the case of a con=ainerized waste transfer point~ the affected Juris- <br /> diction(s) shall have a weekly curbside collection recyclin~ program <br /> and a quarterly household hazardous waste collection program in place <br /> at ~he time the new program becomes operational. Such consideration <br /> by ~he Alameda County Zoning Administrator and Waste Management <br /> Authority shall require compliance with CF~As and other mitigation <br /> measures may be required at the time the CEQA document is considered. <br /> Public hearings must be held by the County Zouin~ Administrator and <br /> Authority prior to authorization. <br /> <br /> <br />
