OSC shall ~ot accept for disposal any MSW or other waste from Contra <br /> Costa County which is carried in uirect-haul solid waste collection <br /> vehicles (packers), carried by commercial haulers, or by the general <br /> public in private vehicles· <br /> <br /> 10. All Contra Costa transfer vehicles that dispose at Altamont Landfill <br /> shall be enclosed as required by the Alameda County LEA to prevent <br /> rubbish from escaping en route· <br /> <br /> 11. Pursuant to State codas, all Contra Costa County trucks which dispose <br /> MSH at Altamont Landfill must be inspected and approved by the Alameda <br /> County LF~. The LEA charges a fee for this service. <br /> <br /> 12. To mitigate roadway impacts identified in this Initial Study, OSC <br /> shall pay to the County of Alameda a nonrefundable mitigation fee of <br /> ~23,150.00 for a roadway improvement project· This amount is <br /> allocated as follows: <br /> <br /> · ~515,000 to cover Contra Costa's proportional share of the roadway <br /> improvement project identifieu in the County Public Works A~ency <br /> December 13, 1988 memo, Items 1-10, 12 and 16, ant identified in the <br /> January 23, 1989 oral communication from the City of Livermore· <br /> <br /> · ~,150 is allocated to the 1-680/1-580 interchange project as recom- <br /> mended in the TJKM Traffic/mpact Stuuy (December 1988)· <br /> <br /> · ~03,000 is reserved to address Contra Costa's share of the roadway <br /> improvement project identified in the County Public Works A~ency <br /> memo, the costs of which cannot be determined at this time. This <br /> reserve also provides for engineering and contract administration <br /> costs not included in the County Public Works ASency figures. <br /> <br /> These funds shall be spent for only the project identified above· <br /> OSC shall submit to the Alameda County Zoning Aam~nlstrator biannual <br /> reports describing the status of the roadway mitigation project· <br /> <br /> 13. The roadNay mitigation fee provided for in Measure No. 12 shall be <br /> paid by OSC to the County of Alameda prior to any import from Contra <br /> Costa County. The fee shall be placed in a County interest-beariu~ <br /> account. Interest shall accrue to the benefit of the account and <br /> account purposes. The money shall be released to the Alameda County <br /> Public Works A~ency and/or the City of Livermore upon presentation of <br /> signed contracts for the work specified in the County Public Works <br /> A~ency memo detec December 13, 1988 and the TJK~ Traffic hnpact Study <br /> (December, 1988). The County is not obligated by this measure to pay <br /> any monies other than those contained in this account or for purposes <br /> other than those iUentified in the specified County Public Works <br /> ASency memo uated December 13, 1988, City of Livermore communication <br /> and TJKM Traffic Impact StuUy. <br /> <br /> <br />
