To mitiga[e impacts of ~he proposed project on resource recovery <br /> programs identified in ~his/nitial Study (Section H.5), prior to the <br /> start of Conira Costs import and at six-month intervals subsequent to <br /> ~hat date, OSC shall provide independent verification to the Alameda <br /> County Zoning Achnfnstrator and Waste Management Authority, prepared by <br /> a person or firm approved by or satisfactory to the Zoning Administra- <br /> tor, of the following| <br /> <br /> · existing resource recovery programs recover at least 6.8% of the <br /> MSW wastestream (by weight) generated in the part of Contra Costa <br /> County r/~at would be in ~he Al=amont Landfill wasteshed. For <br /> purposes of this measure, the wasteshed includes those communities <br /> identified in Measure 2 which dispose at the Acme Fill Transfer <br /> Station. Calculation of the amount of resource recovery shall be <br /> on substantially the same basis in terms of materials and program <br /> types as found in Table A-1 of the Alameda County Resource Recovery <br /> and Recycling Plan, January, 1988. <br /> <br /> · that at least 131 of the population within that Contra Costa waste- <br /> shed is already provided with weekly curbside collection programs at <br /> the time that import to Alameda County is to begin; and that every <br /> Jurisdiction in that wasteshed wit/1 more than 5,000 population has <br /> adopted a plan to initiate curbside collection on a Jurisdiction- <br /> wide basis by 1992· <br /> <br /> · that no later than December 31, 1989, OSC shall provide evidence to <br /> the Waste Management Authority that there is an operating weekly <br /> curbside collection program serving at least 35% of the population <br /> within ~he Conira Costa wasteshed for Altamont Landfill. <br /> <br /> in the event that, by the date import is to begin, any Contra Costa <br /> County community in the Altamont LandfiLl wasteshed has not adopted a <br /> curbside collection plan as provided for hereAn, MSW from that commu- <br /> nity shall not be accepted at Altamont Landfill. In the event that, <br /> at the Acme Fill Transfer Station, waste from said community cannot <br /> feasibly be separated from the waste of communities that do conform <br /> to ~hta measure, then the total to-nage (580,000 tons) and the daily <br /> to--age (1,10O TPD) that may be accepted from Contra Costs will be <br /> reduced by the amount generated by the non-conforming community(s). <br /> <br /> In the event that less than 35% of the population in the Contra Costs <br /> wasteshed for Altamont Landfill has weekly curbside collection in <br /> place by December 31, 1989, the total tonnage (580,000 tons) and daily <br /> tonnage (1,100 TPD) that may be accepted from Contra Cos~a County will <br /> be reduced by a percentage representing the difference between 35% ann <br /> the actual percent of population with available curbside service. <br /> <br /> <br />
