Alameda County Waste bmnagement Authority <br />Resolution No. 33 - July 19, 1989 <br />Page 5. <br /> <br /> with the Alameda County Waste Management Authority, shall conduct a <br /> review to determine (1) whether sufficient progress has been achieved <br /> in establishing a landfill and (2) whether the following specific <br /> milestones have been achieved on schedule: <br /> <br /> · By September 1~ 1989, the Contra Costa County Board of Supervisors <br /> shall have approved a county solid waste management plan containing <br /> a landfill site(s) within Contra Costa County with capacity to meet <br /> the projected needs of Contra Costa for a minimum perioa of 20 years <br /> and providing for landfills in Contra Costa County to accept MSW <br /> from Alameda County on a reciprocal basis. <br /> <br /> · By October 15, 1989, the Contra Costa County Board of Supervisors <br /> shall have approved a County General Plan Amendment to designate <br /> the landfill site(s) identified above. <br /> <br /> · By December 1, 1989, the solid waste management plan specified above <br /> shall have been approved by a majority of the cities in Contra Costa <br /> County containing a majority of the incorporated population. <br /> <br /> . By February 15, 1990, Contra Costa County shall have approved a CUP <br /> for saia landfill site(s) identifieU above· <br /> <br /> · By December 1, 1990, obtain approvals from responsible agencies <br /> incluuing Authority to Construct from the Bay Area Air Quality <br /> Management District and waste discharge requirements from the <br /> Regional Water Quality Control Board. <br /> <br /> · By April 1, 1991, obtain building permits for construction from <br /> County. <br /> <br /> · By June 1, 1991 obtain solid waste facilities permit. <br /> <br /> If the Zonin8 Administrator finns, in the sounU exercise of his or her <br /> discretion, based on the specific milestones set forth above and dates <br /> specified in Exhibit C, that Contra Costa County, its cities and land- <br /> fill owners/operators are not making sufficient progress to establish <br /> a landSill in ConEra Costa, the Zoning Administrator, after a public <br /> hearin8 and in accord with procedures that insure due process, shall <br /> review and may alter the terms of the CUP up to ann including reducing <br /> or deleting provisions that provide for uisposal of 580,000 tons of <br /> MS~ from the Contra Costa County wasteshed, limiting the wasteshed, <br /> reducing the number of trucks that may dispose at Altamont Landfill <br /> from Contra Costa, or other measures to protect the Alameda County <br /> Solid Waste Management Plan and Alemeds County's solid waste disposal <br /> needs· <br /> <br /> <br />
