Alameda County Waste Management Authority <br />Resolution No. 33 - July 19, 1989 <br />Page 3. <br /> <br /> Contra Cobra County by way of Acme Fill Transfer Station (interim and <br /> permanent): Cities of Concord, Clayton, Pleasant Hill, 0rinda, Moraga, <br /> lafayette, Walnut Creek, Martinez, Pittsburg, Antioch, Brentwood, Dan- <br /> ville and San Ramon; unincorporated areas franchised by Central Conira <br /> Costa Sanitary District (including Alamo), Mr. View Sanitary District <br /> (includtn~ Pacheco), Oakley Sanitary District and Byron Sanitary <br /> District; and unincorporated, unfranchised areas of central and east <br /> Conira Costa County includin~ West Pittsburg. <br /> <br /> The wasteshed shall be specified in CUP No. C-5511 (Altamont Landfill) <br /> and in the Alameda County Solid Waste Management Plan prior to the <br /> start of the proposed project. <br /> <br /> The wasteshed shall be subject to the daily and total tonnage limits <br /> contained in Measure 3. Only communities within the wasteshen that <br /> meet other requirements, includin~ Measure 7 (resource recovery), may <br /> dispose at Altamont landfill. <br /> <br /> 3. MSW import from Contra Costa County shall be limited to no more than <br /> 580,000 tons over a two year period to begin after all necessary <br /> permits are in place. Up to 1,100 TPD may be disposed, basea on a <br /> five-day operating week. <br /> <br /> 4. OSC shall not accept wastewater treatment plant sludge or sluo~e ash <br /> or residuals originatin~ in Contra Costa County for disposal at the <br /> Altamont landfill. <br /> <br /> 5. OSC shall not accept hazardous wastes from Contra Costa County, as <br /> defined in the California Health and Safety Code, and regulations <br /> promulgated thereunder by the Department of Health Services, and in- <br /> cludin~ chan~es to statutory and regulatory definitions, for disposal <br /> at Altamont landSill. <br /> <br /> OSC shall not accept for disposal at Altamont landfill wastes proces- <br /> sed at Acme Fill Transfer Station (interim and permanent) unless the <br /> Alameda County L~A finds that OSC has provided adequate verification <br /> that these facilities comply with the hazardous waste iOentification <br /> and acceptance control methods contained in the "Waste Acceptance <br /> Control hogram for the City and County of San Francisco ann Sanitary <br /> Fill Company, November 1, 1988" or another program that is equivalent <br /> in effectiveness for screening out hazardous wastes, as determined by <br /> the Alameda County I~EA. <br /> <br /> 6. Before OSC may accept any Contra Costa County MS~, OSC shall provide <br /> the Alameda County Zoning Administrator with evidence that the Contra <br /> Costa County Board of Supervisors, and a majority of cities in Contra <br /> Costa County containing a majority of the incorporated population, <br /> have approved the Solid Waste Disposal Facility Implementation <br /> Schedule attached (Exhibit C). <br /> <br /> <br />
