To minimize potential traffic impacts, the number of transfer vehicle <br /> arrivals at_Altamont Landfill from Contra Costa County shall not <br /> exceed 275 per week or 60 par day, unless permittea by the County <br /> Department of Environmental Health on an emergency basis. <br /> <br /> 15. In order to mitigate the effects of truck traffic on the 1-680/1-580 <br /> interchange prior to completion of planned improvements, no transfer <br /> vehicles from Contra Costa County shall pass through the interchange <br /> durin~ the mornin~ peak period of 6:00-9:00 a.m. and the afternoon <br /> peak period of 3:00-6:00 p.m. <br /> <br /> 16. Within one year of the date of approval of the CUP, OSC shall submit, <br /> and have approved by the Alameda County Zoning Administrator and the <br /> Waste Management Authority, contingency plans to be used in the event <br /> of temporary or unexpected permanent closure of the Altamont Landfill <br /> or ~he Acme Fill Transfer Station. The contingency plan shall <br /> identify potential temporary sites and course of action for disposal <br /> of MS~ durin~ periods of closure. <br /> <br /> 17. To mitigate project-related environmental impacts identified in this <br /> Initial Study, other r~han roadway impacts, OSC shall pay a per ton <br /> mitigation fee of $3.09 on MS~ imported from Contra Costa County, to <br /> be adjusted by an inflation factor as provided in Exhibit B of this <br /> Initial Study. Said payment shall be made monthly to the Waste <br /> Management Authority after =he s~art of importation. <br /> <br /> 18. Fees received from OSC pursuant to Measure No. 17 shall be placed in <br /> an Alameda County Waste Management Authority interest-bearing account. <br /> All interest from this account shall accrue to the benefit of the <br /> mitigation fund. <br /> <br /> The Waste Mauagement Authority shall adopt an Expenditure Plan <br /> pursuant to Measure No. 17 to mitigate short- and long-term impacts <br /> of Contra Cos=a importation within one year of the start of Contra <br /> Cos~a importation, and after review of the Expenditure Plan by member <br /> agencies of the Authority. <br /> <br /> The initial priority for mitigation shall be to acquire, in public <br /> ownership, reserve landSill capacity sufficient to serve the needs o~ <br /> all Alameda County Jurisdictions for a minimum fifty year continuous <br /> period. Other priorities shall include support of resource recovery <br /> and other programs to preserve landfill capacity through reduction of <br /> the wastestream requiring disposals as provided in the Alameda County <br /> Rasource Recovery and Recyclin~ Plan. <br /> <br /> 19. There shall be no assignment, trade, sale or any other creation of an <br /> interest by Conira Costa County solid waste exporters in capacity at <br /> the Alramont Landfill to any other public agency or private party. <br /> <br /> <br />
