PG&E has historically offered rebates for energy star appliances. In addition, it currently administers <br />State and federal rebates fox solar panels. Staff could make the following change to Program 3.1: <br />"Create incentives for energy efficienry. Continue to support PG&E incentives for conserving <br />ene~QV " <br />45. How about supporting zero energy development like I think Centex did in the Vineyard Corridor? <br />Centex homes save about 15 percent more energy than required by Title 24. While this is <br />commendable, it is not azero-energy development. Staff could add a new program after Polity 10, as <br />follows: <br />"Program 10.4: Provide a~roeram to publicly commend and acknowledge businesses or <br />individuals that construct or remodel buildings that save more energy than required by Title 24 or <br />by the City's Green Building Ordiuauce. " <br />46. Program 4.1, what is a build environment? How many of these plantings require water year round? <br />A built environment is an area that is developed. Sod or sedum plants generally comprise a "living <br />roof." Sedutns are low-growing succulents -plants with thick fleshy leaves and stems. As native <br />sedums grow in hostile conditions such as on dry stone walls, they are particularly suitable for growing <br />in inhospitable roof conditions. Maintenance requirements of a sedum roof are limited to a couple of <br />annual checks. Once established, the plants do not require food or water, except that which is supplied <br />by natare (i.e., through rainfall). <br />47. Program 4.2 could support tree-planting standards that reduce heat build up during the summer <br />months in parking and paved areas of the city? Encourage landscaping conducive to solar panels in <br />areas where appropriate. <br />Staff could revise Program 4.2 as follows: <br />"Continue to implement parking lot tree planting standards that would `----° `'-° -"°-` ~` <br />substantially cooling parking areas and ~kae-wed-help cool the surrounding environment. <br />Encourage landscaping conducive to solar nanels in areas where appropriate. lie-eae-re~e <br />itrte-elee~iett~>' <br />48. Program 4.3 could read: "Reduce heat gain and air-conditioning demand by requiring light -colored <br />paving material for roads and parking area in both new and redeveloped areas of Pleasanton when <br />feasible and cost effective." <br />Staff could revise Program 4.3 as follows: <br />"Reduce heat gain and air-conditioning demand by r~uiring light-colored paving material ~ <br />for roads and i~rparking areas in both new and redevelope <br />areas beiHg-rejjlaeed-when feasible and cost effective." <br />49. Program 6.2, should this be footnoted? I have no idea what the ACWMA guidelines are. <br />Staff suggests adding the following text to the end of paragraph two under Green Building: <br />"At the regional level, Alameda County Waste Management Authority (ACWMA) has developed <br />green-building~uidelines andgreen-building rating svste~for single-family and multi-family <br />McGovern's Q&A, Energy Element 8 5/25/2007 <br />
