Is this where we should mention Spare the Air Days with reductions in BBQ, increase in free public <br />transit, encouragement of car pooling, the transit school tripper program, the city school car pooling <br />programs, park and ride areas etc. These programs all reduce energy consumption. <br />38. Pleasanton has many programs that reduce energy consumption through partnerships with Wheels, <br />Hacienda Business Park, schools, and other businesses. <br />Issues mentioned in 37 and 38 will be addressed in the Aix Quality Element. Staff has written the <br />paragraphs at the end of each element as short references to the other elements mentioning how they <br />relate. Each element has specific measures which are too numerous to mention in less than one page. <br />Staff believes that this general paragraph approach is preferable. If the council would like, staff could <br />increase the discussions at the end of each element to be more comprehensive, such as suggested by <br />these comments. <br />Goa/s, Po/icies and Proarams: <br />39. Is a comma needed between Policies and Programs in the heading? <br />This is the preferred punctuation. <br />40. Program 1.1: How much would this comprehensive program cost and who would develop it? <br />To a large extent this effort would include many of the programs listed in this section of the Draft <br />Energy Element, as well as certain benchmark numbers (such as dollars spent on energy, gallons of gas <br />used, or units of energy used), and some quantifiable goals for reducing energy consumption. Much of <br />this information could be developed by City staff. We do not have a specific cost for developing the <br />program. However, we expect savings in energy consumption would finance a portion of the <br />program. <br />41. Program 1.2: How about consider increasing insulation and weatherization on all remodels of city <br />facilities? <br />Staff could modify Program 1.2 to include the following at the end of the program: "Make the City a <br />model by increasing the insulation and weatherization of its facilities, whenever possible. In particular. <br />when remodeling City facilides• the Citv should increase insulation and weatherization." <br />42. Program 1.3 The school district is highly involved in solar energy. It needs to be acknowledged. In this <br />program, why not encourage green building in all school remodels and new construction? <br />Staff could include a new Program 1.9 as follows: <br />"Program 1.9: Encourage other public agencies within Pleasanton. including the Pleasanton <br />Unified School District, to consider green-building_practices in all public facility remodels and <br />new construction." <br />43. Program 1.5, is there currently excessive lighting? Why not encourage low voltage lighting where <br />possible? <br />There axe almost always ways to lower electrical usage. Staff could modify Program 1.5 to include the <br />following at the end of the program: "Encourage low-voltage lighting where possible." <br />44. Policy 3: Should we work with PG&E to encourage them to provide rebates for energy saving <br />household items?
