She suggested that new construction <br />also consider green roofs which could help in cooling and cleaning water. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Roberts stated that "living roof' could probably go under conservation. <br />Ms. Stern noted that staff would look into where that could go. <br />With respect to "wind joint venture," Commissioner Roberts noted that in connection with the <br />discussion of the generator siting ordinance a year ago, the Commission talked about how wind <br />power can be a real problem. <br />Commissioner Blank expressed concern regarding the regulation of noise as it relates to wind <br />power. He requested that "wind" be eliminated and leave "photovoltaic" in by itself in <br />Program 7.11. <br />Commissioner Roberts concurred. <br />Ms. Stern suggested that both could be replaced with "technology." <br />Acting Chairperson Arkin stated that "photovoltaic" could remain for now. <br />In response to Commissioner Pearce's question regarding "living roof," Ms. Stern replied that it <br />basically is sod that is placed on the roof, which then serves as insulation and cleans water. She <br />further indicated that Mr. Deakin had suggested that solar water heater on rooftops be added to <br />Program 7.9. <br />Acting Chairperson Arkin and Commissioner Blank suggested that cogeneration be retained in <br />Programs 9.3 and 9.4. <br />Commissioner Blank moved to forward the Draft Energy Element to the City Council for <br />its consideration, as recommended by staff. <br />Commissioner Roberts seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Arkin, Blank, Pearce, and Roberts. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: Commissioners Fox and Maas. <br />Resolution No. PC-2005- 35 was entered and adopted as motioned. <br />EXCERPTS: PLANNING COMMISSION MEETING MINUTES, July 27, 2005 Page 2 of 2 <br />
