Energy Element of the General Plan <br />Review and provide comment on a Draft Energy Element of the General Plan. <br />Ms. Janice Stern presented the staff report and noted that Attachments 3 and 4 reflect the <br />changes proposed by the Commission at its May 25, 2005 and June 22, 2005 meetings. She <br />introduced Mr. Scott Baker, Assistant Director of Public Works/Operations, who will assist in <br />answering questions in the absence of Mr. John Deakin, project consultant. <br />Ms. Stern then briefly summarized the changes made as follows: <br />• The phrase "when feasible and cost effective" was added to several proposed programs. <br />• Program 7.9 was revised to require photovoltaic ready roofs in new construction. <br />Mr. Deakin proposed that the program be further modified to reference roof-mounted <br />solar hot water systems in addition to photovoltaic panels. <br />• Program 9.3 was amended to limit financial incentives to projects with net zero energy <br />homes or homes utilizing cogeneration rather than to green homes. Mr. Deakin indicated <br />that cogeneration systems in single-family homes are extremely unusual and <br />recommended that reference to cogeneration be dropped. <br />• Program 9.4 was added regarding establishing a category of "Energy Efficient Housing" <br />under the Growth Management Program and asub-allocation of housing units for this <br />category. <br />• The word "audit" was replaced by "review" in Programs 10.1 and 10.2. <br />• Programs 10.3 and 13.8 were added regarding the installation and utilization of energy <br />efficient lighting and technologies. <br />• Policy 11 and its associated programs were deleted. <br />• Policy 18 was added regarding the use of experimental technology in transmission lines. <br />• Program 20.2 was added under Policy 15 and was revised to encourage people who live <br />in Pleasanton to work in Pleasanton; the rest of Policy 20 was deleted. <br />Ms. Stern indicated that in addition to these changes, Programs 13.6 and 13.7 were added <br />regarding the use of energy efficient lights on buildings and landscaping and creating luminosity <br />standards for energy conservation. <br />With respect to Program 9.4 regarding "Energy Efficient Housing," Acting Chairperson Arkin <br />suggested that the phrase "Consider establishing..." be replaced by "Establish." <br />Commissioner Blank commended Ms. Stern for a job well done. <br />Commissioner Roberts indicated that this final version was a major improvement over the first <br />draft. <br />THE PUBLIC HEARING WAS OPENED. <br />Vanessa Kawaihau, 871 Sycamore Road, stated that she would like the City to expand the <br />definition of "wind joint venture" in Program 7.11.
