Work with the Alameda County Waste Management <br />Authority and others to explore joint venture opportunities for photovoltaic <br />power. This could be part of a Community Choice Aggregation program or <br />similar program. <br />Program 14.5: Consider a range of Municipal Utility options for Pleasanton. <br />Program 14.6: If the City creates or joins a Community Choice Aggregation <br />program or a similar program, explore a variety of renewable portfolio <br />options. <br />Program 14.7: Utilize energy program funding options for local control when <br />feasible. <br />Land Use Plannine <br />Policy 15: Integrate energy efficiency, energy conservation, and energy self-sufficiency <br />measures into land use planning. <br />Program 15.1: When reviewing development projects (especially in areas <br />where there is likely to be the most change and the greatest impact can be <br />made, e.g., East side of Pleasanton, and Hacienda development/redevelopment <br />areas), consider how the following will impact transportation and all other <br />energy use: density, neighborhood design, proximity to transit, proximity to <br />shopping/employment, walkability, street layout, and construction techniques <br />(Green Building). <br />Program 15.2: When reviewing development projects, review transportation <br />energy efficiency measures alongside level of service standards. Develop a <br />methodology to accomplish this and then adopt it. <br />Program 15.3: The remaining high-density multi-family housing units to be <br />constructed shall incorporate solar and other energy-efficient technology up to <br />the minimum standard in the City's residential green building ordinance, if <br />adopted, or up to the most applicable minimum standard recommended by the <br />Alameda County Waste Management Authority. <br />Program 15.4: Consider atransit-oriented village, which would include a bus <br />route along the Iron Horse Trail and an ACE stop, by Valley Avenue and <br />Stanley Boulevard. <br />Program 15.5: Employ tools such as California Energy Commission's <br />PLACES3 planning software which is available on the California Energy <br />Commission's web page. <br />Page 12 <br />April 19, 2005 <br />
