The two options considered by the Liaison Committee were: <br />• Option 1 -- Permanent Installation System: Install a permanent, fully integrated <br />system with vendor support and customized software. This system would use <br />specialized noise measurement equipment and integrated complaint <br />management software. Sophisticated flight tracking equipment could be added <br />at an estimated cost of $350,000 to aid in the positive identification of aircraft <br />movements. City staffing would be necessary to operate and maintain the <br />system. The total cost of the system installation would range from $270,000 to <br />$700,000. <br />• Option 2 -- Periodic Consultant/Vendor Services: Contract with a qualified <br />acoustical consultant to conduct a one-time study, to include noise <br />measurements and aircraft observations, and to prepare reports of the findings. <br />The consultant's equipment, software, and staffing needs would be supplied from <br />the consultant's existing resources. The consultant's fees for services would <br />cover all capital costs and expenses, including technical support. This study and <br />each additional study required for the noise monitoring program is estimated to <br />cost $85,000 to $90,000. Noise measurements will be taken over aone-week <br />period and include weekdays and a weekend and be conducted during the <br />summer and fall periods to obtain the most representative measurement data per <br />study. <br />Based on the latest information, the acquisition and installation of a permanent noise <br />monitoring system (Option 1) would create aone-time cost impact. Ongoing annual <br />operating and system maintenance costs are estimated between $50,000 and $80,000. <br />The consultant noise study (Option 2) would be an estimated cost per study, while <br />additional studies could be requested, as desired. The following are the initial cost <br />impacts on Livermore and Pleasanton, with an assumed pro-rata share of three-fifths <br />(3/5) and two-fifths (2/5) of the cost, respectively: <br />S stem O tions: Livermore Pleasanton <br />O tion 1 /Permanent Installation $162,000 / $420,000 $108,000 / $280,000 <br />Option 2 /Consultant Noise Stud $51,000 / $54,000 $34,000 / $36,000 <br />Monitoring Locations <br />The five potential locations for the noise monitors were suggested by Brown-Buntin <br />Associates, the firm that conducted the Livermore Noise Study. The locations listed <br />below were selected to describe noise levels at the nearest potentially affected <br />neighborhoods and to be relatively close to the 60d6 Community Noise Equivalent <br />Level (CNEL) contours.
