BACKGROUND <br />During the Livermore City Council hearings for the 2004 Draft Master Plan for the <br />Livermore Airport, residents of both cities reiterated noise related concerns regarding <br />both the ongoing operations of the airport, and the planned expansion. The concerns <br />were related to potential increases in flights in and out of the airport, and increased jet air <br />traffic. In response, the City of Livermore staff recommended to their City Council the <br />installation of noise monitors around the airport to be able to verify noise events as they <br />occurred. The City of Livermore City Council considered the item and approved the <br />concept of installing noise monitors, but modified the staff recommendation of paying for <br />the noise monitors from the airport enterprise account to a cost sharing arrangement, <br />whereby the cost of the noise monitors would be partially paid for from the City of <br />Livermore General Fund, enterprise account, and that the City of Pleasanton would be <br />asked to contribute to the cost of the installation. <br />The request from the City of Livermore asked the City of Pleasanton to participate in the <br />noise monitoring system cost by funding atwo-fifths share, or approximately $93,550. <br />The project called for the installation of five permanent noise monitors. The noise <br />monitors would be located in the primary flight paths of airplanes, with two monitors <br />located in Pleasanton, and three in Livermore. The noise monitors would not cover <br />every possible airport approach, but would capture the majority of the flights. <br />The Pleasanton City Council discussed this item on August 15, 2006. The City Council's <br />action included the following: <br />1. The City Council tabled the matter of participating in the financing of the noise <br />monitoring system. The City Council also stated they might reconsider the <br />request in the future if it could be determined that the monitoring system will have <br />outcomes that directly benefit the Pleasanton community. <br />2. Encouraged the City of Livermore to proceed with the installation of the system in <br />Livermore and Pleasanton and to work with Pleasanton staff on the placement of <br />the monitoring devices within the City limits of Pleasanton. <br />3. Requested that a meeting of the Livermore/Pleasanton Liaison Committee be <br />scheduled to discuss Livermore Airport operations and Pleasanton's potential <br />participation in any future initiatives to minimize impacts on the two communities. <br />DISCUSSION <br />There have been two Livermore/Pleasanton Liaison Committee meetings to discuss this <br />issue. As a result of the meetings, the representatives unanimously recommended that <br />this matter be placed on both City Council agendas to discuss a modified proposal. The <br />recommendation of the Liaison Committee is to move forward with a modified noise <br />monitoring program identified as Option 2 below. <br />Page 2 of 4 <br />
