• Near the intersections of York Street and Stealth Road in Livermore representing
a pathway, approximately aligned with aircraft landing at Livermore Municipal
Airport;
• West end of Staples Ranch Road in Pleasanton which marks the east boundary
of residential boundary that could be affected by noise from aircraft departing to
the west, and turning to the north;
• Stoneridge area of Pleasanton either at Lotus and Curry Streets or on the Arroyo
Parkway near the east end of Stoneridge Drive;
• On-airport to match on-airport noise events with aircraft noise events in the
community and to record aircraft and FAA Tower radio transmissions.
Uses for Noise Monitoring Data
The data collected from the Noise Monitoring System is best used to:
1'. Capture and quantify aircraft noise exposures in terms of single event noise
levels and the CNEL at the most affected residential areas near the Airport;
2. Identify exceptionally loud aircraft affecting residential areas;
3. Respond to noise complaints with objective information describing aircraft noise
levels and operations;
4. Integrate the available data for airport operations, aircraft noise levels and noise
complaints;
5. Allow preparation of more accurate noise exposure maps for then-current
conditions based upon observed airport operational factors;
6. Identify likely adherence of aircraft operations to established Noise Abatement
Programs;
7. Provide comprehensive reports of airport noise levels, presumed adherence to
Noise Abatement Procedures, and numbers of operations;
8. Provide credible information to the public concerning aircraft noise levels and
operations, as well as their effects upon the community.
The Liaison Committee recommended proceeding with Option 2, the Consultant noise
study. If Council approves staffs recommendation, the next step would be for the two
City staffs to work together to develop a Request for Proposals for an approximate one-
week noise-measuring interval. After the proposals were evaluated, City staffs would
bring the item back to their individual City Councils for approval of the study.
Submitted by:
1~~--~
Rob Wilson
Public Works Director
Approved b
Nelson Fialho
City Manager
Page 4 of 4
