BACKGROUND <br />In April 1999, the City Council approved a consultant agreement with the firm of Pattillo <br />Garrett & Associates (now PGA Design) to develop a Master Plan for Alviso Adobe <br />Community Park. As proposed, Alviso Adobe Community Park would represent a <br />unique addition to Pleasanton's extensive parks system. The project would include <br />restoration of a historic structure (the Alviso Adobe), construction of new structures <br />(milking barn, bunkhouse) as well as development of amuseum-quality interpretive <br />program for three (3) distinct periods of history: Native American (Ohlone), early <br />American (Californio), and the more contemporary agricultural/dairy. <br />In November 2002, following adoption of the Master Plan, PGA Design began preparing <br />construction documents for the park, completing that work in 2003. Due to insufficient <br />funding the project has been on hold until April of this year, when the Council authorized <br />staff to place the project out for competitive bidding. On May 17, 2007, a formal bid <br />opening was held, and two (2) sealed bids were received. The low base bid of <br />$3,721,468 was submitted by the firm of JFC Construction, Inc. of Martinez, and all bid <br />documents were found to be in order. The recommended Add Alternate bid items total <br />$673,417, and include the complete interpretive program for the park, site furnishings, <br />perimeter fencing, HVAC system, and creek plantings/landscaping. The combined bid <br />(base work and add alternates) totals $4,394,855. <br />JFC Construction has not previously worked for the City, but a thorough check of its <br />references found no concerns from previous employers. A relatively small firm with a <br />permanent workforce of approximately 30 employees, JFC builds two to three projects <br />per year in the $2 million to $9 million construction range. Should the Council award <br />this contract, it is anticipated that construction could begin in mid-July 2007, with <br />tentative project completion and acceptance in October 2008. <br />For the project to reflect the original Master Plan approved by the Council in 2002, staff <br />believes that the entire project - "base project" and "Alternate Bid" items -should be <br />constructed in a single phase. The contract with JFC Construction is in the amount of <br />$4,394,855, and staff is recommending that a construction contingency of $439,490 <br />(10%) be assigned to the project to allow for changes in work that may be necessary <br />due to unforeseen field conditions. <br />Reimbursement Agreement -Austin Development <br />The City Attorney's office is currently negotiating a reimbursement agreement with the <br />developer of the small, eight-lot Austin subdivision (Meadowlark Estates) that is located <br />immediately south of the park site. The private development and park will ultimately <br />share an entrance roadway and other site improvements. Due to the construction <br />timing of the two projects, it has been determined that both cost and construction <br />efficiencies can be realized if this work is performed by the private developer. It is <br />currently estimated that the City's pro-rata share for these improvements will be <br />approximately $365,000, and include the following: construction of the entry drive and <br />bus pull-out/deceleration lane along Foothill Road; the full cost of grading and paving of <br />the small parking lot on the south end of the park site. <br />Page 2 of 3 <br />
