THE CITY Of <br />' CITY COUNCIL AGENDA REPORT <br />PL£~S~4NTONe <br />June 5, 2007 <br />Parks and Community Services <br />TITLE: REVIEW OF BIDS AND AWARD OF CONSTRUCTION CONTRACT <br />FOR ALVISO ADOBE COMMUNITY PARK, PROJECT N0.987025 <br />SUMMARY <br />Bids have been received for construction of Alviso Adobe Community Park, and staff is <br />recommending an award of contract to the firm of JFC Construction, Inc. of Martinez, in <br />the amount of $4,394,855. The project consists of the complete construction of the <br />historically themed six-acre community park, including restoration of the adobe <br />structure, reconstruction of the historic milking barn, and fabrication and installation of <br />the museum-style historic interpretive program. Construction of the park's parking lot, <br />entrance roadway and related features at the project's southern end will be completed <br />by the developer of the eight-lot Austin subdivision, with the associated costs <br />reimbursed by the City. <br />RECOMMENDATION <br />1. Award a construction contract for the subject project to JFC Construction, <br />Inc., for the low bid of $4,394,855. <br />2. Approve an Additional Services Request of $145,161 for the project designer, <br />PGA Design, Inc., to provide complete construction administration services <br />during the construction period. <br />3. Authorize the transfer of $1,324,411 from the Capital Improvement Program <br />Reserve (CIPR) to augment existing project reserves. <br />4. Authorize the City Manager to execute the contract for this project. <br />FINANCIAL STATEMENT <br />This project has current funding of $4,020,125, including $53,125 in community <br />donations. In addition to construction costs of $4,394,885, construction administration <br />services ($145,161), 10% project contingency ($439,490), and a reimbursement <br />improvement ($365,000) results in a total project of $5,344,536. This would require a <br />transfer of $1,324,411 from the CIPR to augment existing project reserves. <br />
