Exhibit A -Scope of Work <br />measures will include performance-based stan <br />lords, if available. <br />If the measures would not reduce an impact to <br />an insignificant level, the impact would be de- <br />clared a significant, unavoidable impact. <br />During the findings phase, a Statement of <br />Overriding Considerations would be prepared <br />to demonstrate that the benefits of approving <br />the project outweigh the significant environ- <br />mental impacts that cannot be mitigated. <br />A description of our approach for each of the <br />environmental factors to be addressed in the <br />EIR is provided below. <br />Land Use, Zoning, and Adopted Plans. The <br />Land Use section of the EIR will describe the <br />compatibility of the proposed land uses and <br />density changes with existing neighboring land <br />use patterns; the potential conversion of open <br />space and agricultural lands; and the creation of <br />nonconforming uses. We will also evaluate the <br />proposed policies consistency with adopted <br />plans and policies, as they relate to land use. <br />Based on this assessment, measures to improve <br />the project's compatibility with nearby land <br />uses and consistency with General Plan policies <br />will be recommended. Such measures may in- <br />clude development policies to reduce conflicts <br />among neighboring uses; design guidelines con- <br />cerning massing, heights, visual screening, and <br />building orientation; regulations or guidelines <br />for clustered development in open space areas; <br />and suggestion of mixed use development per- <br />formance standards. <br />Visual Resources. We will provide a general <br />description of the City's visual landscape, ad- <br />dressing topography, development patterns, <br />open space areas, scenic vistas, and view corri- <br />dors. This characterization will be supported <br />with photographs, particularly of those areas <br />proposed for changes in land use and density. <br />We will evaluate the change in visual character <br />that would be expected with new growth in <br />the City, including the potential loss of scenic <br />resources and the introduction of light and <br />glare. Specifically, the impact analysis will <br />consider the extent to which significant views <br />might be obstructed; well-defined, attractive <br />streetscapes might be interrupted; new devel- <br />opment might be out of character with the <br />prevailing development pattern; and visually <br />distinctive features such as significant vegeta- <br />tion or historic structures might be displaced. <br />EIP will suggest opportunities to improve the <br />visual characteristics of proposed new devel- <br />opment to minimize the visual effects. <br />Suggestions could include changing or propos- <br />ing guidelines for building orientation, <br />building massing to minimize view obstruc- <br />tion, building locations to avoid scenic <br />resources, landscaping to help mask scale in- <br />compatibilities and transition from a built <br />environment to a more natural setting, lighting <br />plans to avoid spillover onto adjacent proper- <br />ties, and streetscapes to reinforce visual <br />coherence and continuity. <br />Population, Employment and Housing. The <br />General Plan Update is anticipated to identify <br />new growth areas, which, when developed, <br />would increase the City's population and em- <br />ployment base. This growth will affect the <br />demand for housing, including affordable hous- <br />ing, and the City's jobs/housing ratio. We will <br />summarize the employment and housing char- <br />acteristics of the City and region, based on <br />existing documentation, including information <br />contained in the previously adopted Housing <br />Element and in the Association of Bay Area <br />Governments' (ABAG) Projections 2005. Addi- <br />tionally, EIP will discuss the City's projected <br />rate of growth in comparison with the rate of <br />growth assumed by ABAG and how both rates <br />of growth relate to the City's imposed housing <br />cap. <br />~.aty o~ r[easanton Genera!
