Exhibit A -Scope of Work <br />The components of the ADEIR are described <br />in detail below. <br />Subtask 4.1 Summary. The Summary will <br />provide a concise review of the EIR. It will <br />highlight the project description, the signifi- <br />cant environmental effects and recommended <br />mitigation measures, and the project alterna- <br />tives. Furthermore, areas of controversy <br />(including issues raised by the agencies and the <br />public in response to the Notice of Prepara- <br />tion/Initial Study and at the scoping meeting) <br />and issues to be resolved (including the choice <br />among alternatives and whether or how to <br />mitigate the potentially significant effects) will <br />be identified, as required by the State CEQA <br />Guidelines, Section 15123(b). To facilitate sub- <br />sequent preparation of the mitigation <br />monitoring program, the summary of impacts <br />and mitigation measures will be presented in a <br />table. <br />Subtask 4.2 Environmental Analysis. <br />This section of the EIR will contain the de- <br />scription of the existing conditions, the <br />methodology and standards of significance, and <br />the impact analysis. The methods and stan- <br />dards of significance used for determining <br />impacts will be clearly and explicitly described <br />in each technical section of the EIR, including <br />any assumptions, models, or modeling tech- <br />niques that are important to understand the <br />conclusions of the analysis. The impact analy- <br />sis will evaluate the extent to which <br />compliance with applicable City ordinances <br />and policies, State and or federal laws or other <br />requirements, as well as existing and proposed <br />General Plan policies, would reduce impacts, <br />and whether additional mitigation is needed to <br />reduce impacts to aless-than-significant level. <br />The significance of impacts will be based on <br />thresholds drawn from the CEQA Guidelines; <br />the City's General Plan; other applicable City, <br />regional, State or federal standards; and, where <br />other standards are unavailable, professional <br />judgment. The thresholds will be provided to <br />City staff for review and comment prior to <br />completion of the ADEIR. For each impact, <br />the EIR will clearly identify the level of signifi- <br />cance of that impact. Impacts will be classified <br />as significant (S), potentially significant (PS), <br />less than significant (LTS), or beneficial (B). <br />Each impact will be enumerated for easy refer- <br />ence by reviewers of the EIR. <br />The cumulative impact analysis will assess the <br />effects of the proposed General Plan Update in <br />combination with other projects in the project <br />"vicinity." We will meet with City staff to <br />identify the assumptions for the cumulative <br />assessment. The vicinity will vary depending <br />on the particular issue. For example, for <br />school impacts, the vicinity would be the af- <br />fected school district service area. For other <br />issues, such as traffic, larger regions would be <br />defined. Since the General Plan is by its nature <br />a cumulative view of future development <br />within the City, the 2030 buildout population <br />is expected to serve as a reasonable growth pro- <br />jection. Information from the Alameda <br />County Congestion Management Agency and <br />the Metropolitan Transportation Commission <br />will be useful in defining future baseline condi- <br />tions for traffic. <br />For each significant impact, project-specific <br />mitigation measures will be identified, where <br />necessary and available. Mitigation measures <br />will be based as much as possible on compli- <br />ance with existing City policies, ordinances and <br />implementation procedures. Mitigation meas- <br />ures will be explicitly defined in terms of their <br />effectiveness, responsible agency, and whether <br />they are measures proposed as part of the pro- <br />ject, measures already being implemented, or <br />measures to be considered. The EIR will de- <br />scribe how implementation of each mitigation <br />measure will reduce the effect of the impact. <br />The level of significance will be identified both <br />before and after mitigation.
